Nonpersonal services to provide independent developmental evaluation support for Army information mission area (IMA) systems. The US Army Information Systems (USAISC) and Information System Engineering (USAISEC) Commands are responsible for conducting all aspects of independent development evaluation (IDE) for IMA systems in the developmental stage of the life cycle in CONUS and OCONUS locations. The IDE includes evaluation plans, evaluation reports, input to test and evaluation master plans, and total familiarity with stated user requirements for IMA systems. IDE is performed in accordance with the Army's Test and Evaluation Policy Regulation, AR 73-1, dated 27 Feb. 95. Top Secret SCI security clearances will be required for some personnel and a Top Secret facility clearance is mandatory. A one-year contract with four one-year option periods is contemplated. This requirement is NOT subject to the Service Contract Act. A pre-proposal conference is planned on or about 15 Jun. 95 at Fort Huachuca, AZ. The exact time and place shall be announced with the issuance of the Request for Proposal which is scheduled to occur on or about 1 Jun. 95.
