a Market Survey of Industry to see if there are any potential
contractors, in addition to Loral Command and Control Systems (LCCS)
who have the knowledge and skills required to compete this effort. This
acquisition is for the Rapid Execution and Combat Targeting (REACT)
upgrade of the Minuteman III (MMIII) A/M system Missile Maintenance
Trainer (MMT) and the MM III B system MMT. The government is in the
process of preparing a Justification and Authority (J&A) to proceed
with a sole source acquisition to Loral Command and Control Systems,
Colorado Springs, CO. The REACT program is a Class V modification to
the MMIII Silo-Based Inter-Continental Ballistic Missile (SBICBM)
Launch Control Center (LCC). As a result of the REACT modification, the
MMTs require upgrade to reflect the new REACT configuration. This
upgrade includes: 1) completion of the REACT hardware design to the
MMTs, requiring expertise in MMIII SBICBM operational and simulator
systems 2) completion of the REACT MMT software design which includes
expertise in SBICBM operational and simulation programs and expert
knowledge of Ada, Fortran, C, assembly language, graphics and coding 3)
provide operational testing of hardware and software through the use of
contractor developed and government approved test plans and procedures
4) provide qualification testing of the new REACT MMT software through
the use of contractor developed and government approved test plans and
procedures 5) provide for the completion of design documentation for
the REACT MMT baseline 6) upgrade of REACT MMT hardware 7) installation
of REACT MMT hardware and software 8) demonstration of the REACT
modified MMT hardware/software. Because the REACT modification is still
in progress, the government does not possess the necessary
documentation to effectively compete this effort. Therefore, LCCS is
currently the only qualified source that possesses the ability and
documentation required to complete the REACT MMT upgrade. For this
proposed contract action for the modification effort the government
intends to solicit and negotiate with only one, or a limited number of
sources under the authority of FAR 6.302. Potential offerors may
identify their interest and capability to respond to the requirement.
Potential offerors should submit their interest within 10 days after
publication of this notice to OO-ALC/LMKE, 6014 Dogwood Ave., Hill AFB,
UT 84056-5816, Attn: Ramon Castillo. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. It is suggested that small business firms
or others interested in subcontracting opportunities in connection with
