services necessary for the Construction of Rehabilitation of Runways
and Taxiways at U. S. Coast Guard Support Center, Elizabeth City, NC
which is an active Coast Guard Air Station with civilian aviation
tenants. The work will be divided into two classifications: (1)
rehabilitation of those areas of the airfield designated as U. S. Coast
Guard responsibility; and (2) rehabilitation of those areas of the
airfield designated as civilian aviation responsibility. The Coast
Guard work includes a single base bid item with several options. All
civilian aviation work will be included as options. The U. S. Coast
Guard work consists of the rehabilitation of airfield drainage; taxiway
and runway pavement; and taxiway and runway lighting. The work includes
the demolition of asphalt and concrete pavement; base course, and
subgrade preparation; milling and removal of existing asphalt surfaces;
the installation of new asphalt pavement overlays for taxiways A, B, C,
D, and G (North) and also the rehabilitation of taxiway and runway
lighting including the removal and replacement of wiring and light
fixtures for taxiway A, B, C, D, G (North) and runway 10-28. The
civilian aviation work consists of the demolition of existing taxiway
asphalt overlays and concrete pavement; new asphalt overlays for
taxiway G (South) and runway 1-19; and removal and replacement of
taxiway and runway electrical wiring and lighting. All work shall be
accomplished in accordance with Specification SFRL 3215 and Drawing
SFRL 3215. All work shall be completed within 360 calendar days after
Notice to Proceed. Plans (half- size), specifications, and all
necessary bid documents will be available approximately June 22, 1995
and may be obtained by submitting a check in the amount of $25.00 per
set (non- refundable) made payable to the U. S. Coast Guard. To receive
a solicitation and be placed on the bidders' list interested parties
must submit a written request. Telephone inquiries will not be honored.
Approximate Bid opening for Solicitation No. DTCG47-95-B-3EFK17 is July
25, 1995 at 2:00 p.m. in Norfolk, VA. Estimated construction cost is
between $5,000,000.00 and $10,000,000.00. The solicitation is
unrestricted IAW the Small Business Competitiveness Demonstration
Program. For Minority, Women-owned and Disadvantage Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
