officer for this project is Ronald Miller. This Project will provide
storm drainage facilities to correct storm drainage deficiencies at
Beale Air Force Base, California. These facilities include washracks at
the Hobby Shop and other various sites ( The washracks will have the
capability to recycle water and will require oil/water separators
connected to the Sanitary Sewer System); Storm Water Containment,
Approximately 22,000 gallons, at Pol Bulk Storage Area; Bowser
Defueling Pad Area with roof cover at the Flightline; and Soil Erosion
Control, requiring repair and stabilization of drainage channels.
Note: This project is currently being negotiated under the Small
Business Administration 8 (a) program. This job will be issued for
unrestricted bidding ONLY IF negotiations fail and it is determined
that the Government cannot aquire this work through the 8 (a) program.
Therefore, all dates for the unrestricted solicitaion are subject to

businesses competing for this project must comply with the FAR 52.219-9
clause regarding the requirement for a subcontracting plan on the part
of the work it intends to subcontract. The recommended goals for
subcontracting are 60.3% for small business, 9.8% for small
disadvantaged business, and 2.9% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
