Request for A & E design services for the replacement of the Icing Research Tunnel refrigeration coils, replacement of the tunnel turning vanes, addition of flow conditioning hardware to meet aerodynamic performance requirements and addition of insulation to reduce heat leak into the tunnel. The major professional disciplines required are aeronautical, mechanical, structural, and electrical. Specialized experience required in the design of large (through 2100 ton) refrigeration coils and wind tunnels, specifically icing tunnels. Areas of expertise required include, but not limited to, (a) thermal analysis of large vessels to minimize heat leak and system cooling load, (b) scale modeling of wind tunnel and similarity flow analysis and (c) stress analysis for support structures. Work will include preparation of engineering studies, final design, model testing, and related services under a 12 month fixed price contract. Interested firms must respond to this announcement by submitting a completed SF 254 and SF 255 no later than the close of business 30 calendar days from the publication date of this announcement with ''Day 1'' being the next day after publication. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business of the next business day. This is not a request for proposal. Provisions of Note 24 apply to this notice except that (a) in the sentence beginning ''Selection of firms for negotiation'', the fourth additional consideration listed is changed to read: ''(4) past experience, if any, of the firm with respect to performance on contracts with NASA, other Government agencies, and private industry''; and (b) in the last sentence, ''National Aeronautics and Space Administration'' is substituted for ''Department of Defense''.
