13 -- METAL PARTS FOR ACTUATED DEVICES, SOURCES SOUGHT FOR QUALIFIED BIDDERS LIST SOL N00174 POC DONNA CHANEY, CODE 1141Q (301) 743-6656. 13- metal parts for Propellant Actuated Devices - Sources Sought For Qualified Bidder's List. Indian Head Division, Naval Surface Warfare Center, Indian Head, Maryland, is establishing a qualified bidder's list for metal parts used in propellant actuated devices (PADS) (listed in enclosure (1)). A quantity of ten (10) each is required for each part being qualified. The parts to be qualified are HIGHLY CRITICAL in nature and directly related to life survival or emergency life saving functions. Interested parties desiring to be qalified for the planned PAD parts qualified bidder's list shall submit a request within 45 days of this announcement to Indian Head Division, Naval Surface Warfare Center, Attn: Donna Chaney, Code 1141Q, Indian Head, MD 20640-5000. Indian Head Division, Naval Surface Warfare Center will supply Qualification Packages to applicants within 15 days after receipt of request. Applicants have 21 days to accept or reject participation in the program. Applicants who have successfully manufactured any of the PAD parts may request waiver of the qualification process and shall submit previous contractual history with the waiver request. Offerors must submit ten (10) each for each part for which they wish to be qualified. Offerors are responsible for all manufacturing, tooling and testing (inspection) costs of those parts. Offerors are advised that when a part is submitted for qualification testing, the applicant must furnish any specific information required by the qualification package before testing will begin. All pertinent information will be set forth in the qualificaton package. All testing (qualification) will be conducted at Indian Head Division, Naval Surface Warfare Center, Indian Head, MD. Testing will be completed within 60 days of receipt of parts and required information. Indian Head Division, Naval Surface Warfare Center, Indian Head, MD will be awarding contracts subject to the qualification beginning approximately 90 days from establishment of the QBL. Annual requirements for each part are estimated to be approximately 200 - 1000 each. A more detailed estimate can not be obtained. If at any given time before completion of inspection and acceptance of all PAD parts under the proposed QBL,any one part has one or more qualified vendors, a QBL will be established for that part and a solicitation restricting awards to only those on the QBL will be synopsized and issued in accordance with current procurement regulations. Indian Head Division, Naval Surface Warfare Center will notify all applicants in writing whether they have or have not been qualified. Those applicants not to be included on the QBL will be promptly furnished specific reasons why qualification was not attained and how to qualify in the future. Factors that will be used to qualify an applicant for inclusion on the QBL are: Submitted parts meet all stated specification, drawing and quality requirements, demonstrated capability of meeting established production lead time for parts being qualified, (determined under technical survey). Minimum inspection system requirements shall be in accordance with the quality requirement, identified in enclosure 1. The types of testing needed for acceptance of any hardware parts are those listed on the specific drawings, which may include: 1. dimensional, 2. structual, 3. material, 4. mechanical. The Indian Head Division, Naval Surface Warfare Center, Indian Head, MD will solicit additional vendors on a yearly basis for qualification on inclusion on the already established QBL. Request for proposals for any of these items, currently in existence or required to the establishment of this QBL, are not subject to requirements of a QBL.
