Contracting Officer, 301/619-3012. The Naval Medical Logistics Command
has a requirement for seven Biohazardous Waste Destruction and
Decontamination Systems. The system shall be capable of processing at
least 40 urine specimen bottles (120 ml bottles) for decontamination
and destruction. Total estimated processing time is 15 minutes for
entire cycle from system setup to completion of cycle. Infectious waste
shall be sterilized and rendered noninfectious before compacting or
grinding. Bottles and labels will be destroyed along with labels.
Treated liquid will be pumped to the sewer. In the event of a complete
system failure or irreparable jam in the processing chamber during a
treatment cycle, the entire stainless steel chamber must be removable
and be able to be placed in a standard steam autoclave for
decontamination prior to discharging the waste load and dislodging the
jam or repairing or replacing the blades. The system must be designed
with minimal or no risk of exposure to potentially hazardous or
dangerous conditions to the operator. The following Steris Corporation
items are required for each EcoCycle 10 System #P3100: EcoCycle
Processor #P3000; Processing Chamber with Collection Cap #C3200;
Processing Cap with HEPA Filter #C3210; Chamber Caddle #C3220; Cap
Liner with Indicator #A3100; Steris-SW Biohazardous Waste Decontaminant
#S3000; Steris-LW Biohazardous Waste Decontaminant #S3050; Waste
Collection Bag #A3110. The contract is contemplated to be a Firm Fixed
Price contract. The Navy intends to negotiate with Steris Corporation,
9450 Pineneedle Drive, Mentor, OH 44060 as the only source that can
provide the aforementioned systems. This notice is not a request for
competitive proposals. Responses shall contain sufficient documentation
to establish a bonafide capability to fulfill the requirements. Any new
treatment techniques shall be acceptable to local regulating
authorities, shall have scientific evidence of efficacy, and successful
use in healthcare facilities for a minimum of two years. See Note 22.
