The Defense General Supply Center (DGSC), Richmond, Virginia, is seeking to establish a long term contractual relationship to provide all commercial film, photographic supplies, cameras, equipment and associated spare parts to the Defense Logistics Agency (DLA) and its Federal customers. DGSC anticipates developing a catalog to be used by all DLA/Federal customers. Items listed in this catalog will include all items procured and managed by DLA for photographic supplies to include commercial film, non-commerical film, photographic chemicals, cameras, radiological film and associated ancillary supplies. DGSC also seeks industry comments on Electronic Commerce/Electronic Data Interchange (EC/EDI) systems currently in use or which may be developed for use with this initiative. Specifically, comments on standardization of unit of issue, packaging, and use of systems operating solely around a manufacturer's part number would be most beneficial. In a resulting Request for Proposal (RFP), the government intends to make one award for each manufacturer's item. All responsible sources capable of satisfying the Government's needs are encouraged to provide comments. Both price and delivery are critical award evaluation factors. No portion of any Request for Proposals (RFP) is expected to be set-aside for Historically Black Colleges and Universities (HBCU), Minority Institutions (MI), or small and small disadvantaged business participation. It is requested that any comments on this relationship also address the following areas: Requirements Type Contract (Base year with 4 option years). Commercial Catalog based proposals. Electronic Commerce-Electronic Data Interchange capability. Manufacturer's part number driven system. Direct Vendor Delivery (DVD) to customers in CONUS. Delivery to stock locations.
