indefinite delivery-indefinite quantity contract is anticipated in the
September 1995 time frame. The contract will include a combination of
firm-fixed price and a cost reimbursement line item for travel. The
basic award period for the contract will be for one year from the date
of contract award. The contract will also contain four, annual option
periods. The contract award will be based on a technically acceptable
proposal and low price. The contract includes furnishing and supplying
to the Government the necessary services and reports, supplies and
equipment connected with approximately 1200 scheduled annual
inspections of high pressure steam boilers (above 15 psig), electric
boilers, portable boilers, high temperature hot water boilers (above
160 psig and/or 250 degrees F), and associated expansion tanks at
various Air Force Bases in the Continental United States (excluding
Alaska and Hawaii). Additionally, approximately 120 nonscheduled
inspections will be required on an as needed basis. Furnishing and
supplying to the Government the necessary services and reports, and
supplies and equipment to perform approximatly 120 scheduled semiannual
inspections of high Pressure steam (above 15 psig) and high temperature
hot water boilers (above 160 Psig and/or 250 degrees F) at the
following locations outside the Continental United States: Thule AB,
Greenland; Lajes Field, Azores; and Alaska. Furnishing and supplying to
the Government the necessary services and reports, supplies and
equipment connected with the scheduled bi-annual inspection of
approximately 300 unfired pressure vessels (above 15 psig) and jacketed
steam kettles at various Air Force Bases. Additionally, approximately
50 nonscheduled inspections will be required on an as-needed basis.
Special Requirements: The following inspection criteria and inspector
qualifications must be met in order for any contractor to be determined
to be responsible and eligible for contract award, Inspection Criteria:
In the United States and at selected overseas sites, inspections of
boilers and unfired pressure vessels shall be accomplished in
accordance with the rules for inspections outlined in the latest
edition of the National Board Inspection Code published by the National
Board of Boiler and Pressure Vessel Inspectors, (1055 Crupper Ave,
Columbus OH 43229). Qualification of Inspectors: The qualification of
inspectors shall be as outlined in the Constitution and Bylaws of the
National Board of Boiler and Pressure Vessel Inspectors and the
National Board Inspection Code in accordance with Air Force Instruction
32-1068, Heating Systems and Unfired Pressure Vessels. The contractor
shall provide Authorized Inspectors who hold a valid National Board
Commission, and who have qualified by written examination under the
laws, rules and regulations in the jurisdiction of a state of the
United States or a province of Canada and are regularly employed as an
Inspector by an Authorized Inspection Agency as defined in the
references listed above. A National Board Commission shall be effective
only when the holder thereof is regularly employed as an Authority in
the jurisdiction of a state of the United States or a province of
Canada meeting the requirements of the Constitution and Bylaws
referenced above. A holder of a National Board Commission who is not
regularly employed as required by the Bylaws referenced above or a
person who carries out inspections on a fee basis, shall not be
considered regularly employed as an inspector. The contracts must
provide the Contracting Officer with evidence of compliance with the
above requirements. Inspectors will comply with the procedures shown in
the latest edition of the National Board Inspection Code. Requests for
