A -- CONDUCT IN-SITU MEASUREMENTS OF THE LOCAL INTERNAL WAVE FIELD FOR COASTAL OCEAN PROBE EXPERIEMENT AND ANALYSIS OF DATA SOL 52RANR500101 DUE 071495 POC Jan Beer (303) 497-3487 Concerns having the capability to furnish the following services should give written notice within 45 days from the date of this synopsis. The National Oceanic and Atmospheric Administration (NOAA) has a requirement for in-situ measurements of the local internal wave (IW) field that is the primary phenomenon of interest to the Coastal Ocean Probe (COPE) experiment. The goals of this experiment are to discover improved remote sensing methods for IWs in the open ocean, and their associated modulations of ocean atmosphere fluxes. The experiment will take place off the coast of Oregon. The minimum requirements that must be met are (1) Instruments capable of measuring and storing data in the open ocean of directional IW induced displacement of thermocline to within an accuracy of 10 cm, and 0.01 degree C at the COPE experiment site; (2) Instruments capable of demonstrating the delta-K acoustic sensing method from the research vessel FLIP; (3) Deployment apparatus and techniques for installing the above instrumentation; and (4) Previous experience and publication records for reducing and interpreting IW thermal signals and delta-K acoustic data. To be considered, respondents must submit written evidence demonstrating their ability and knowledge of providing these services referencing Synopsis NO. 52RANR500101. The Institution of Ocean Science located in Sidney, British Columbia, Canada is considered to be the only known qualified source to supply this service. In the absence of other qualified sources it is the intent of the Government to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to the Institution of Ocean Science as the only responsible source.
