This action was originally publicized in the CBD dated 22 Dec 94 and as amended 19 Apr 95 and 03 May 95. The amendments stated that the ''Research and Development Streamlined Contracting Procedures (RDSCP)'' would apply. The Government has reevaluated its requirement and determined that the RDSCP process could not be used for this acquisition. A Request for Proposal (RFP) will be issued for this acquisition.
