intends to issue a competitive solicitation for command center systems
SETA support to the Joint Interoperability and Operation Organization
Center for Systems Engineering, Technical Applications Department.
This Department supports C4I for the Warfighting Commanders in Chief
(CINC), C4I for the National Military Command System's fixed sites, the
Airborne National Military Command Centers, and Commanders of Joint
Task Forces (CJTF). The Department also supports C4I for non-DOD
federal agencies and the United Nations that must interface with the
CINCs and CJTF for disaster relief and peacekeeping. The scope of the
effort addresses the full spectrum of systems engineering, technical
assistance, test and engineering evaluation for the command centers and
crisis management facilities that support all echelons of command and
control. The effort will be principally concerned with requirements and
capabilities analyses, concept formulation, alternative development and
feasibility studies, cost estimating, planning and programming support,
project management, functional descriptions, system and subsystem
design and specifications, systems descriptions, implementation
planning, systems and subsystem integration, interoperability studies,
rapid prototyping, survivability analyses, environmental studies,
human engineering analyses, configuration management, technical
research and information resources activities. A SECRET clearance is
required as a minimum to perform; however, some tasks may require a TOP
SECRET clearance. The nature of the support requires the contractor to
have technical staff comprised of engineers, computer scientists, and
technicians with broad, comprehensive, and recent experience in
command and control systems and facilities for the following major task
areas: (1) Command Centers Initiatives Program (CCIP); (2) National
Military Command System, National Military Command Center (NMCC), NMCC
Site R, and US Strategic Command Systems Engineering; and (3) National
Airborne Operations Center, Worldwide Airborne Resources, Special
Airlift Mission Airborne and Mobile Command Centers Systems
Engineering. Due to the amount of coordination necessary, the
contractor must perform with at least 80% of the management and
technical support in the Washington, DC, area. It is anticipated that
an ID/IQ cost-plus-fixed-fee contract will be awarded for a one-year
base period and four one-year option periods. The anticipated period of
performance of the base period is November 1995 to October 1996. The
minimum guarantee is $1.5 million for the base year; maximum ceiling
for the five-year period is $32.021 million. Delegation of Procurement

responsible for certifying ''need-to-know'' for the individuals
designated to read the classified data and shall incorporate this
requirement into the Visit Authorization Request forwarded to JEEP. Any

be issued on/about 19 June 1995. Proposals will be due approximately 60
