PROCUREMENT SYSTEM POC Victoria B. Milner (202) 690-4358. USDA is
currently planning development of a new departmental procurement system
and is seeking information on candidate systems for possible use. The
USDA is seeking sources that are manufacturers/suppliers of partial or
completely automated procurement systems. Companies responding to this
announcement should provide details on their respective system(s).
Information on a system should include data and description concerning
procurement system capabilities and requirements. Procurement systems
areas of interest include, but are not limited to, acquisition
planning, requisitioning, buyer assignment and delegation, order
consolidation, knowledge based document generation and assembly
utilizing graphical user interface, vendor and informational databases
receipt of competitive bids and proposals, contract awards and
modifications, technical approval and delegated procurement authority
tracking modules, simplified instrument usage and tracking (BPA, Credit
Card, third party draft), litigation tracking, contract and purchase
order file documentation, receipt of goods and services, ad hoc
reporting contract closeout, archival retrieval of data, data security,
electronic commerce/electronic data interchange capabilities, and
interface with other administrative systems including the core
financial system as defined in Joint Financial Management Improvement
Program (JFMIP)-Document Framework for Federal Financial Management
Systems. It is requested that all responses be submitted no later than
June 16, 1995. This is not a request for proposal nor does the
Government intend to pay for the requested information. The information
received from each respondee will be treated as proprietary
information. All written responses should be directed to the
