The Naval Surface Warfare Center, Dahlgren Division, is seeking technical support services for pre-game planning and preparation, game implementation, and post-game analysis and reporting for the SEACON War Game Series. The SEACON Games will be conducted at the Center for War Gaming (CWG), Naval War College, Newport, Rhode Island, unless otherwise notified. The SEACON Games are designed to provide civilian scientific and technical personnel within the Navy's R&D community an opportunity to experience the vagaries of combat operations in a futuristic war-at-sea scenario. The primary objective of SEACON games are structured to: (1) Expose players to Naval operational influences, (2) Provide a vehicle for the gaming of advanced Naval Weapons systems and platforms, and (3) Promote a direct interface between civilians from the Navy's scientific and technical communities and Naval Officers from the fleet. It is anticipated that a Cost-Plus-Fixed-Fee, Completion type Contract will be solicited with one base year period of performance and four one-year option periods. See numbered Note 1.
