The Bureau of Reclamation, Phoenix Area Office, anticipates awarding a firm-fixed-price contract for modifications to Black Rock Dam. Black Rock Dam is located on the Zuni River near the village of Black Rock on the Zuni Indian Reservation, approximately 30 miles south of Gallup, New Mexico in McKinley County. The principal features of work to be performed under these specifications include lining the outlet works tower and tunnel with 60-inch steel pipe; removing the concrete portion of the outlet works tower above the existing silt elevation and placing new concrete around the steel pipe; removing the exiting outlet works and constructing a new outlet works with a high-performance butterfly valve; removing and temporarily storing the basalt blocks on the downstream face of the dam, placing roller compacted concrete on the downstream face and over portions of the abutments and downstream toe, and replacing the basalt blocks; constructing concrete training walls on both the left and right abutments; constructing earthfill dikes on the left and right abutments to control overtopping flows and placing a geomembrane liner system upstream of the dam and dikes and on the surface of portions of the sediment in the reservoir. There will be a $50.00 charge, nonrefundable for each copy of the solicitation. This procurement is available for full and open competition.
