synopsis to provide equipment and services for Pacific Air Forces
(PACAF) security police Firearms Training Simulators (FATS) and Squad
Engagement Training Simulators (SETS). Requirement is for 9 FATS
systems and 1 SETS unit. The SETS unit to be used for a Regional
Training Center (RTC). FATS and SETS are multipurpose simulators using
computer controlled interactive video and lasers for basic and
advanced marksmanship skills, and advanced, shoot-don't shoot
decision-making training for both police and air base defense
scenarios. FATS must have the capability to integrate five shooters at
a time, while SETS must have the capability to integrate up to 15
shooters at a time in the same scenario. Systems must be capable of
supporting all of the following weapons: M16 Colt service rifle, M9
Beretta 9mm pistol, M60 machine gun, M249 squad automatic weapon, M203
grenade launcher, M72 light anti-tank weapon, M2 .50 caliber machine
gun, Mark 19 automatic grenade launcher, and M29 81mm mortar. System
must also (1) allow user personnel to interchange weapons for training,
(2) prevent chambering of live ammunition, (3) replicate actual live
fire against a large screen measuring atleast 6' X 6', (4) operate on
commercially available electric power (110/220/240 VAC at 50/60 Hz)
using standard electrical outlets, (5) accept locally-produced taped
scenarios for use in interactive training, (6) simulate
nighttime/reduced visibility training scenarios, (7) simulate recoil
and report of actual weapons with adjustable report volume, (8)
replicate current U.S. Air Force rifle and pistol qualification
courses, (9) graphically depict errors in application of shooting
fundamentals during training, (10) be capable of incorporating user
upgrades, (11) include specialized weapons that simulate actual law
enforcement tactics and military combat scenarios under a variety of
situational conditions, (12) incorporate anti-armor training programs
for use with heavy weapons, i.e., light anti-tank weapons, mortars,
etc, (13) have stop action and replay capability which can be activated
any time during the training program, (14) be able to induce instructor
controlled weapons stoppages and malfunctions, (15) provide immediate
scoring information to include hard copy print out for all shooters,
(16) use branching technology for judgemental and tactical scenarios
(''branching'' means the results of each shot or action by the shooters
affects subsequent frames and actions in the interactive video to
conclude the scenario), (17) be capable of networking with other
systems to provide integrated, simultaneous firing on the same scenario
with all types of weapons listed above (18) allow for minor unit-level
maintenance without the need of tools or special equipment, (19) above
weapons should replicate actual weapons in general construction,
composition and appearance. Interested parties must be able to provide
installation, setup, initial training, depot-level maintenance,
warranties, service contracts, drayage, shipping, including containers
and other packing materials, to all PACAF security police units in
Hawaii, Alaska, Guam, Japan, and Korea. First system to be installed by
31 Oct 95, with total installation completed not later than 31 Mar 96.
