intends to negotiate a sole source contract with BGS Systems, INC. of
Waltham, Massachusetts for an upgrade to its BEST/1 software suite from
the BEST/1-MVS version to the BEST/1-DATACENTER version. This software
upgrade allows detailed modeling of multiple systems, multiple images,
and multiple centers in an integrated modeling environment. Any
competitive software must be compatible with MVS/ESA Version 5.1
operating system for both modeling and execution environments; must be
able to accurately detail and model complex DASD environments
containing both traditional and RAID DASD, and both copper and ESCON
channels; must be able to import systems measurement data directly from
the MVS Integrated Control System (MICS) database; must support
''what-if'' modeling analyses for multiple MVS images and component
workloads; must support modeling of individual systems, total
workloads, and logical partition (LPAR) environments; must be able to
model diverse computing platforms (e.g., bipolar and CMOS) under an MVS
SYSPLEX environment; must use analytic modeling techniques rather than
simulation to produce modeling results in a timely manner; must
provide a graphical user interface (GUI) front-end for the display,
analysis, and reporting of model results from a PC-based workstation;
and, must be able to import, transpose as necessary, and execute
existing BEST/1 models that have been constructed during the last two
years. All of these software compatibilities must be currently in use
or planned during the life of the BEST/1 product suite. The anticipated
contract will contain a base period and four option periods totaling
approximately 60 months. Interested vendors offering identical or
equivalent software must identify their interest and fully document
their capability to meet the agency's requirements by forwarding a
detailed response within 45 days from publication of this announcement.
All requests must be in writing and include company name, point of
contact, telephone number, and sufficient technical documentation for
the Government to determine the ability to meet the requirement. The
intent of this synopsis is to determine if any source(s) exist and
therefore, no RFP is available. Consequently, any response(s) failing
to provide the aforementioned data but instead choosing to merely
submit their routine letter requesting a copy of the RFP will be
ignored. Responses shall be submitted to : U.S. Environmental
Protection Agency, Bid and Proposal Room (3803-F), Attention: Brian K.
Long, 401 M Street, S.W., Washington, D.C. 20460. Vendors responses
shall be in writing and reference ''BEST/1-Datacenter Software
