Operations for The United States Department of Energy, is seeking
expressions of interest for the removal and processing of
remote-handled transuranic waste presently stored at the Oak Ridge
National Laboratory in Oak Ridge, Tennessee.Th e waste inventory
consists of approximately 1,000 cubic meters of sludge in thirteen
50,000-gallon tanks. The thirteen tanks consists of eight tanks in the
Melton Valley Storage Tanks facility, and five tanks at the Evaporator
Facility in MeltonValley. The total radioactive inventory is estimated
to be about 100,000 curies. Samples of supernatant and sludge were
collected from six of the Melton Valley Storage Tanks and two of the
storage tanks at the Evaporator Facility in 1989. These samples
wereanalyzed for major chemical constituents, radionuclides, total
organic carbon, metals listed as hazardous under the Resource
Conservation and Recovery Act, and general waste characteristics.

preliminary characterization activities. Sludge removal and processing
are required to meet the waste acceptance criteria for the Waste
Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico. Significantuncer
tainties exist with respect to the waste acceptance criteria which may
not be finalized for several years and additional characterization will
be needed to meet the requirements of the QAPP for chemical and
radiological constituents. The scope of thepr oposed work consists of
all activities required to characterize the waste, remove the sludge
from the tanks, process the sludge to meet the WIPP Waste acceptance
criteria, and certify the materials for disposal at the WIPP.
Remote-handled waste bydefin ition is waste with radiation readings
greater than 200 mrem/hr at contact with the containers or waste.
Samples of the sludge from these tanks have had contact dose rates as
high as 10 rem/hr. The sludges contain U-233, Cm-244, and/or Cf-252 and
area regulated hazardous waste as defined under the Resources
Conservation and Recovery Act. Secondary containment is required for
all process equipment. At this point, it is undecided if secondary
containment will be provided by Martin Marietta EnergySys tems (MMES)
Incorporated, or if the firm conducting the removal and processing
operations will provide it. This is expected to be a two-phase
procurement with Phase One being proof-of process, and Phase Two being
the actual processing via aperformance- based contract. Expressions of

proposal for dealing with current uncertainties in waste acceptancecr
iteria, and any information regarding similar processing experience.
