505/846-0477. Notice of Contract Action. This is a Research and
Development Notice of Intent to Contract, and will serve as notice that
the Air Force Phillips Laboratory, Space and Missiles Technology
Directorate (PL/VTP), Kirtland AFB NM, anticipates an acquisition with
an 8(a) small business to perform R&D analysis, design, planning,
development, demonstration and evaluation in support of technical
efforts leading to the development and demonstration of advanced space
power and thermal management systems, subsystems and prototypes. The
planned effort includes three technical areas of support: (1) systems
engineering, design & analysis, (2) laboratory operation, including
hardware and instrumentation, design, development, modification,
fabrication, maintenance, demonstration and evaluation, and (3)
prototype flight hardware demonstration, to include qualification,
integration, demonstration and evaluation. The objective of each of
these efforts is to support the development and demonstration of
advanced spacecraft power and thermal platforms. The planned
development of spacecraft power and thermal design, test and evaluation
capabilities will directly support investigations conducted by PL/VTP
in the areas of power generation, distribution, storage and thermal
management sub-systems operating in diverse environments, including
cryogenic (10 to 150K), ambient and ultra-high ()900K) temperatures.
This acquisition is a competitive 8 (a), SIC code is 8711 with a size
standard of $20.0 M in annual receipts. Responders are to identify
business size when requesting the RFP. Source List; 8(a) has already
been established and approved by SBA. Request For Proposals will occur
on or about 13 Jun 95. A cost plus award fee level of effort
(CPAF/LOE) subtask ordering contract is contemplated. A technical
period of performance of this R & D effort is 36 months, with one 24
month option. Foreign firms are restricted from participating in this
acquisition. The contractor shall maintain a local (Albuquerque NM)
office. Prime Contractor(s) will be required to request approval from
the PCO before hiring foreign nationals to participate in this
contract. Subsequent documents and any resultant contract will require
access to militarily critical technical data, dissemination of which
is controlled under the Export Control Act (22 U.S. C. 2751 et seq.),
or the Export Administration Act of 1979, as amended (50 U.S.C. 2401 et
seq.) Only those Contractors who are on the Qualified Contractors
Access List (QCAL) may receive such information. Request certification
and registration from the Defense Logistics Services Center (DLSC),
Federal Center, 74 North Washington, Battle Creek, Michigan 49016-3412
(1-800-352-3572) as soon as possible. Dissemination of export
controlled information must be according to the provisions of DoD
Directives 5230.24 and 5230.25 and AFI 61-204, for which export is
restricted by the Export Control Act (Title 22, U.S.C. Sec 2751 et
seq.) A current executed DD Form 2345 must be furnished with any
proposal submitted. The level of classification of this effort will be
SECRET. A SECRET facility clearance will be required. It is
anticipated that the Organizational Conflict of Interest provision will
be included in the solicitation due to potential conflicts with respect
to providing technical evaluations and obtaining access to proprietary
information. An ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to address concerns during the
proposal development phase of the acquisition. Potential offerors
should communicate first with the Contracting Officer to request
information, pose questions, and voice concerns before contacting the
Ombudsman. In those instances where offerors cannot obtain resolution
from the Contracting Officer, they are invited to contact the PL
