This announcement constitutes the Research and Development Streamlined Solicitation (RDSS) form, as referenced in the CBD announcement published 21 April 1995, synopsis number DA15. The award will be made in accordance with DFARS Subpart 235.70, Research and Developmental Streamlined Contracting Procedures, The RDSS includes a supplemental package which is being released concurrently with publication of this solicitation. Potential offerors who did not respond to the notice of contract action synopsis, published on 21 April 1995, should provide in writing their complete address information to the Naval Research Laboratory in order to receive the supplemental package and any subsequent amendments. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-20 and DFARS 1991 edition updated through DAC 91-6. A Cost-Plus-Fixed-Fee Term contract is contemplated. The estimated period of performance is thirty-six months. Multiple awards are not anticipated. To be responsive to this solicitation, submit four copies of your technical proposal and two copies of your cost proposal to the Naval Research Laboratory, Attn: 3240.DA, Bldg. 222, Rm. 115 David Macaluso, at the address shown above not later than 1600 24 June 1995. The page limitations for the technical and cost proposals are specified in DFARS 252.235-7006 (L.24). In addition, offerors are encouraged to provide a copy of the cost proposal on a 3.5 inch diskette readable by LOTUS release 2.4. The DD1423, Contract Data Requirements List, is included in the supplemental package as Exhibit A. The statement of work is included in the supplemental package. The effort consists of 22,700 hours of effort for Instrumentation and Integration support. The hours are distributed as follows: Project Manager 1800 hours, Senior Systems Engineer 900 hours, Electronics Engineer 2800 hours, Computer Scientist 2800 hours, Test Engineer 3400, Environmental Test Engineer 2800 hours, Electronic Technician 2600, Engineering Model Maker 3000 hours, Program Analyst 2600 hours. Further, for evaluation purposes the travel estimate shall be $30,000 per year and the Material estimate shall be $135,000 per year. The personnel qualifications are included in the supplemental package.
