The URISP is a DoD program to help build the research infrastructure at eligible institutions in areas of interest to the sponsoring agencies. To be considered an eligible institution said institution must have an accredited degree granting program in Science, Mathematics or Engineering (SME), meet the definition of the term ''Institution of Higher Education'' (IHE) in Title 20, United States Code (USC), not be a federal government organization, and have received less than a sum of $2 million from DoD over the previous two fiscal years. The areas of interest can be found in the individual agencies' Broad Agency Announcements (BAA). This BAA solicits white papers outlining potential URISP programs and provide instructions for subsequent submission of proposals that may lead to awards under this program. White papers are due by 4:00 p.m., 29 June 1995. Proposals are due by 4:00 p.m. 29 September 1995.
