602-7900. The Program Executive Officer for Theater Air Defense
(PEO(TAD)) is requesting information to support a Center for Naval
Analyses (CNA) study of Ship Self Defense (SSD) Advance Technology. The
study, sponsored by the Office of the Chief of Naval Operations (N091
and N865), will concern developmental and potential technologies that
would improve the ability of surface ships to defend themselves against
anti-ship cruise missiles (ASCMs) in the 2005-to-2025 (and beyond) time
frame. Information is requested in two phases: first, threat-related
information on developmental and potential ASCM system technologies;
and, second, SSD information on developmental and potential defensive
system technologies. Respondents may participate in either or both
phases. ASCM system technologies include, but are not limited to,
technologies capable of supporting penetration aids (PENAIDS) such as
terminal maneuvers, jamming, decoys, multi-sensor seekers, low radar
and infrared signatures, high terminal speeds, re-attack capability,
hardening against directed-energy weapons and defensive warhead
effects, defenses against hit-to-kill weapons; advanced propulsion
technologies; altimeter technologies; fuzing and warhead technologies;
and targeting and guidance-system technologies. SSD technologies of
interest include, but are not limited to, those related to hard-kill
and soft-kill systems; advanced propulsion and launching systems;
advanced munitions; directed-energy weapon systems; advanced radar and
antenna systems and other sensor and tracking systems; systems for
correlating, fusing, and filtering data from multiple sources; systems
for providing force-wide situational awareness; communications
systems; real-time data links; combat identification systems; systems
for assessing battle damage; systems for automatic target recognition;
and fire control systems. The information provided on each technology
should include descriptions on the current state of development of the
technology, the technological problems that must be overcome, and the
risk and level of effort to overcome them to achieve a given level of
development in the 2005+ time frame. The information provided on each
technology should also include details on 1) system concept in which
employed, 2) operating parameters, 3) physical attributes, and 4)
expected development and unit costs. For defensive systems and
concepts, respondents should also specify the current Navy systems (if
any) that the new system would replace and the ship categories and
mission areas with which the new system would be compatible. Ties to
any ongoing development or acquisition programs that may be
incorporated into a system concept or a technology development program
will be considered valuable in determining commonality and cost
saving. All responsible sources, possessing at least a Secret
clearance, who have system design or technology development approaches,
should submit a letter of interest by June 30, 1995 to CNA. Respondents
who wish to provide information on ASCM-system technology should also
submit a one-page synopsis of a briefing they can provide on the
subject. Respondents may be invited to provide oral presentations and
additional supporting materials. Sources interested in the second phase
will receive, by August 25, 1995, a classified addendum including 1) a
descripption of data requirements, 2) a description of threat
parameters, and 3) a description of system constraints. To assure full
consideration, respondents should make their initial submission for
the second phase by September 22, 1995. All submittals should be mailed
