1. CONTRACT INFORMATION: A-E services are required for a comprehensive
asbestos survey of approximately 327 buildings (Phase 1). In addition,
services will include a comprehensive asbestos resurvey of
approximately 594 buildings (Phase 2). This announcement is open to all
firms regardless of size. Groups with prime-sub relationships or joint
ventures will be considered as well as firms having all disciplines
in-house. A firm-fixed price contract will be negotiated. The contract
is anticipated to be awarded in Sep 95. If a large business is
selected for this contract, it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan on that part of the work it
intends to subcontract. The plan is not required with this submittal.
2. PROJECT INFORMATION: Each phase may include quick turnaround
abatement design assistance to the Ft. Campbell in-house abatement
teams for selected buildings. The A- E should have in-depth knowledge
and possess demonstrated competence and experience in the
identification of both friable and non-friable asbestos-containing
material, bulk sample analyses utilizing Polarized Light Microscopy
(PLM) or Transmission Electron Microscopy (TEM), exposure assessments,
hazard rankings, designs for asbestos abatement, cost estimating and
economic analyses for recommended response actions, placement of
asbestos hazard warning labels, and development of an Operation and
Maintenance Plan. Firms/design teams should have experience in civil,
environmental, mechanical, and structural abatement engineering,
industrial hygiene, and architecture. Firms will specifically indicate
persons accredited in asbestos inspections in accordance with Section
206 of Title II of the Toxic Substance Control Act (TSCA), 15 U.S.C.
2601, et seq. Reference Federal Register 40 CFR 763, Friday 30 October
1987. Responding groups or firms must have demonstrated competence and
experience in each of the task areas noted above. 3. SELECTION
CRITERIA: The selection criteria are listed in descending order of
importance. Criteria a-d are primary. Criteria e-f are secondary and
will only be used as ''tie-breakers'' among technically equal firms. a.
Professional qualifications of personnel in the areas of expertise
listed above. Evaluation factors will include the education, training,
experience, and registration of these personnel. A single point of
contact between the A-E and the Government project managers must be
clearly identified, b. Specialized experience and technical competence
of the prime firm and any subcontractors in the listed tasks, c.
Capacity of the firm to accomplish the work. Capability to respond to
these tasks in a quick and effective manner must be demonstrated, d.
Past performance and experience on DOD and other contracts with respect
to cost control, quality of work, and compliance with schedules, e.
Geographical proximity of the office responsible for production of the
work in relationship to the Nashville District Office and Ft.
Campbell, f. Volume of DOD contracts within the last twelve months with
the object of effecting an equitable distribution of contracts among
qualified A-E firms including small and small disadvantaged business
firms. 4. SUBMISSION REQUIREMENTS: Firms desiring consideration are
invited to submit 1 copy of an updated and accurate SF 254 (11/92
edition) and SF 255 (11/92 edition). A current SF 254 is also required
for all subconsultants. If the the prime contractor to perform the
work is located in a branch office, SF 255 shall reflect key
disciplines and experience for the branch office only. Include the
firm's ACASS number in SF 255, block 3b. For ACASS information, call
503-326-3459. Firms submitting SF 254 and SF 255 by close of business
on 7 JULY 1995 will be considered for the work. No other general
notification to firms under consideration for this work will be made
and no further action is required. This is not a Request for Proposal.
Solicitation packages are not provided. Personal visits for the
