334-416-4350. The Base Level System Modernization (BLSM) Program
Management Office has opened a BLSM Reference Library (BRL). The BRL is
open to all prospective offerors of the Base Level System Modernization
II (BLSM-II) contract. The library is located in room 170, building
856, Maxwell AFB, Gunter Annex, Montgomery, Alabama (HQ SSG). Library
hours of operation are 0730-1230 and 1330-1630 Monday through Thursday
(except Government holidays). Visits are limited to one day, with a
maximum of three persons per company. Visits to the BRL shall be by
appointment only. Appointments will be scheduled on a first come first
serve basis and must be recorded and confirmed by HQ SSG. Visits may
be scheduled at HQ SSG by calling Ms Estelle Washington (334) 416-1884
or Lt Brian O'Flynn (334) 416-1882. Interested parties are encouraged
to obtain further information on the BLSM program or the BLSM
Reference Library by using a modem to call HQ Standard Systems Group
Acquisition BBS (HQSSG-ACQBBS) at (334) 416-1733/4/5. A help line for

information is available on the Internet, the Internet address is
ACQBBS.SSC.AF.MIL (143.158.132.5). An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or the
contracting officer, but to communicate offeror concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

issues or problems that have previously been brought to the attention
of the program manager and/or the contracting officer and could not be
