The Naval Sea Systems Command will issue a Draft Performance
Specification for comment. The Specification describes the Performance
Requirements of the NSW RIB. The NSW RIB will use and exploit NDI
technology and commercially available marine components. A copy of the
Draft Performance Requirements Specifications (PRS) will be released
on a 3.5 inch diskette in Microsoft Word 6.0 for Windows format to
interested firms for review and comment upon receipt of a written
request. All comments shall be returned on the same diskette. A hard
copy of the specification will only be provided if specifically
requested in writing. This program will be a two phase effort. Phase I
will consist of contractors proposing craft(s) that meet the
Performance Specification. A source selection will result in award of
at least two contracts for one boat each and associated supply and
maintenance support for those craft. Offerors may propose no more than
two proposals. If an offeror submits two proposals, the proposals
shall be significantly different in terms of the craft being offered.
After delivery the craft will be subject to Government testing which
includes interoperability testing with aircraft and ships. Only those
offerors who are awarded a Phase I contract and successfully meet the
Government test criteria will be asked to provide price and technical
proposals for Phase II (the Production Phase) of this procurement.
Government test results obtained during Phase I testing along with the
Phase II technical and price proposals will be evaluated together to
determine the best value to the Government for the production phase.
The following are the general characteristics in the RIB: (1) Length:
9.2m to 11m (30ft to 36ft); (2) Beam: maximum of 2.74m (9 ft) hard beam
on rigid hull with sponson deflated or off; (3) Height: (on trailer)
maximum of 2.61m (103in); (4) Weight: a maximum of 6,364 kg (14,000
lbs) with an objective of 4,536 kg (10,000 lbs) (variable payload not
included) for a craft complete and ready for service in all respects
including: 3 crew at 114 kg (250 lbs) each, liquids in machinery at
operating levels, full fuel, weapons and specified items of outfit; (5)
Variable Payload is 3,200 lbs to include eight (8) passengers with gear
at 125 kg (275 lbs) per passenger, plus 454 kg (1,000 lbs) of mission
essential equipment; (6) Propulsion: inboard diesel engine(s) with
waterjet(s) propulsion; (7) Hull/Sponson: the hull shall be Glass
Reinforced Plastic (GRP) composite or aluminum and the sponson shall
consist of continuous multiple inflatable chambers or closed cell foam;
(8) Speed: a minimum top speed of 34 knots at full load in sea state 1,
with an objective of 40 knots in sea state 1, and a cruising speed of
30 knots at full load in sea state 2, range will be calculated at
cruise speeds; (9) Range: a minimum of 150 nautical miles with an
objective of 175 nautical miles with 90% fuel usage at full load; (10)
Operational Environment: operable routinely in sea state 3 and
survivable in seas up to sea state 5; (11) Electrical: 24 VDC with a 12
VDC power convertor; (12) Navigation: commercial surface search radar,
GPS and speed/depth sounder installation; (13) Human Factors: a soft
dry ride at cruising speed, and quietness at 0-15 knots are PRS
requirements. The Phase I contracts will be for one craft each to be
delivered 6 months after award. The Phase II contract will be for four
(4) pre-production craft with options for seventy two (72) additional
craft. The delivery rate will be two per month. A pre-solicitation
conference is planned for 29 June 1995 at Special Boat Unit Twenty, NAB
Little Creek, Norfolk, VA beginning at 0800. The briefing will conclude
by 1400. The upcoming solicitation and NSW RIB Performance
Specification will be discussed. The purpose of the pre-solicitation
briefing is to provide industry with background information, lessons
learned in previous procurements and operating experience with similar
craft presently in service. The briefing will include an opportunity
for potential offerors to examine the craft being used currently for
the intended mission and a detachment deployment package fully
outfitted. A question and answer period will be held. Companies
interested in receiving a copy of the draft PRS and/or attending the
pre-solicitation conference should submit their request in writing to

Interested parties who will attend the solicitation conference must
also submit (by FAX) a visit request to NAB Little Creek, including:
Visitors Name, SSN, Employer, Company Position, Address, Phone Number,
Date(s) of Visit, and purpose of Visit. This information should be
FAXED to the NAB Little Creek Security Office, Attn: Pass and I.D.
Office at (804) 363-4042, SBU 20 at (804) 363-4305, Attn: Lt. Hoyt, and
to the Naval Sea Systems Command (NAVSEA) 02222H at (703) 602-7360.
Prior to gaining entrance into NAB Little Creek, visitors must obtain
a visitors pass from the Pass and I.D. Office located outside Gate 5 at
NAB Little Creek. Directions from the Norfolk International Airport to
NAB Little Creek are as follows: Upon exiting the airport, take Azalea
Garden Road to Interstate 64E. Follow this interstate and exit at North
Hampton Boulevard. Follow North Hampton Boulevard until you reach
Independence Boulevard, take this exit then follow the signs to NAB
Little Creek. The Pass and I.D. Office is at the intersection of
Independence Boulevard and Shore Drive. Directions within NAB Little
Creek from Gate 5 to the SBU 20 can be obtained from the Pass and I.D.
Office. The use of photographic equipment is authorized only for RIB
