U -- WOMEN'S SUBSTANCE ABUSE PREVENTION PUBLIC EDUCATION CAMPAIGN SOL 277-95-4011 DUE 060995 POC Mary Anne Glitz, Contracting Officer, Center for Substance Abuse Prevention, (301) 443-4980 CSAP intends to negotiate with the Advertising Council, Inc., Washington, D.C. for a sole source contract to conduct a public information and education campaign to educate adolescent girls (and their partners) about the dangers of using alcohol, tobacco, and other drugs (ATOD) during pregnancy. This organization has the prerequisite knowledge, experience, and the unique capability to obtain voluntary participation from major associations and corporations in the advertising and communications industries and the ability to obtain free media time and space for campaign messages. The Contractor shall develop and produce audiovisual materials and messages for mass media campaigns to include: public service announcements, advertisements, media kits, collaterals, and information bulletins--based on sound communications strategies and social marketing techniques, including formative/process/outcome evaluation strategies; market research; and a multi-textured/ multicultural approach. The Contractor, in consultation with a campaign advisory committee, shall develop, produce, package, promote, disseminate, monitor, and evaluate messages and materials; develop networks of appropriate intermediaries; utilize mechanisms for information exchange and dissemination (traditional and non-traditional, and identify any public policy by-products resulting from the campaign. This action is authorized under the authority of 41 U.S.C. 253(c)(1) - Only One Responsible Source. All proposals submitted by responsibile sources prior to July 12, 1995 will be considered by CSAP.
