The National Guard Bureau intends to procure four ground-mounted, ground target, pulse doppler radar systems, through other than full and open competition, pursuant to the authority granted at FAR 6.302-1(a)(1). The Government intends to procure the M-STAR Ground Surveillance Radar System, spares, technical documentation and technical support from Electronics and Space Corporation (E&S) of St. Louis, MO. The salient characteristics of the system desired are: man-portable (system weight less than or equal to 80 pounds, including all accessories), Maximum system operating power consumption is 40 Watts, 24 VDC, maximum power output less than or equal to 5 Watts. Minimum range shall be less than or equal to 75 meters. Range resolution is less than or equal to 50 meters. Azimuth resolution is less than or equal to 1 degree. Scan speed is greater than or equal to 10 degrees per second. Single person detection capability minimum range: 4Km. Target report requirements: Range and azimuth. Minimum target velocity: 1 meter/sec. Target tracking ability: multiple target capability. System audio doppler mode. Gain: variable or multiple settings. Must have wind and rain rejection. Moving target cueing capability (output port which provides information for slewing electro-optical systems to point at radar-detected target). All responsible sources may submit a proposal which will be evaluated by the Government to determine if a competitive acquisition shall be conducted. A determination not to conduct a competitive acquisition for these items shall be at the discretion of the Government. No subsequent pre-solicitation CBD announcement shall be published for this acquisition, regardless of whether the Government proceeds with a sole source or limited competition acquisition.
