395-6627. The Knolls Atomic Power Laboratory, located in Schenectady,
New York, plans to procure (for no more than five million dollars) a
supercomputing system for delivery in fiscal year 1996. An option for
a second identical system will be included for delivery in fiscal year
1996 to the Bettis Atomic Power Laboratory, located in West Mifflin,
Pennsylvania. Options will also be included (for no more than four
million dollars each) to expand or replace the fiscal year 1996 systems
in fiscal year 1997. Additional options will be included for
incremental upgrades to the system including memory expansion,
increased computational performance, and increased input/output (I/O)
capacity and performance. Requirements of the fiscal year 1996 systems
include (1) a minimum demonstrated computational capacity of a CRAY
C916/16 as measured by a set of `as-is' design-application based
benchmarks; (2) 8 gigabytes of real memory, supporting 64-bit real,
integer and logical data, and C compilers; (4) support for either IEEE
Std. 754 arithmetic and representation, or the Cray Research
representation of floating point numbers; (5) support for
message-passing parallel applications implemented with PVM (a network
version of Parallel Virtual Machine Release 3.3.4 or later); (6) a Unix
operating system, supporting multiple users and jobs, which
functionally meets the DOE Security requirements of the Laboratories;
and (7) hardware and software support for I/O with network capabilities
of NFS and TCP/IP over HiPPI, and a minimum disk storage capacity of
150 gigabytes. The system shall include all software and software
licenses to meet the above functionality. Sellers shall benchmark the
initial system by December, 1995, deliver two initial systems in
mid-1996. Final systems shall satisfy all of the requirements of the
initial systems, and have at least twice the minimum performance
required of the initial systems, at least 300 gigabytes disk storage,
and at least 16 gigabytes of real memory. The system will be selected
from Proposals primarily on the basis of cost/performance, where the
cost is the total system life cycle cost including hardware and
software, power, implementation, and maintenance costs. Performance
will be measured by benchmarks for a large set of `as-is' batch
application programs. Benchmark performance shall be demonstrated on a
system which is architecturally identical, in size and configuration,
to the proposed system. The benchmarks contain unclassified naval
nuclear propulsion information which is subject to export control and
is not releasable to foreign nationals. Benchmarks will be made
available for two limited time periods; initially to provide
information necessary to configure proposed systems, and subsequently
to measure the performance of proposed systems. They must be handled
under the observation and control of Laboratory representatives, as
detailed in the technical specification. Sellers will be required to
ensure that other users cannot access the machine(s) during the
benchmark periods, and to clear the machine(s) upon benchmark
completion. Benchmarks must be performed on a machine which is located
within the United States and is operated by U.S. citizens.
Installation and maintenance of the delivered system must be performed
by U.S. citizens holding a Department of Energy (DOE) security
clearance. Pursuant to DOE Acquisition Regulation 904.70, such
personnel must be employed by a company that DOE determines is not
owned, controlled, or influenced by foreign individuals, governments,
or organizations to a degree that may pose an undue risk to the common
defense and security. Sellers should be prepared to provide
informative presentations and demonstrations of technology that will
meet the requirements. Interested sellers shall submit a written
request for the Request for Proposal, including six copies of
substantive descriptions of their products, to be postmarked or faxed
no later than fifteen working days after the date of this announcement.
