National Institutes of Health (NIH), National Institute of Diabetes and
Digestive and Kidney Diseases (NIDDK) intends to contract on a sole
source basis with Molecular Design Limited Information Systems, Inc.,
Westchester, Illinois for REACCS Database Updates and Maintenance for
REACCS software. The software include REACCS for OpenVMS VAX,
Theilheimer, ACDRX, REACCS-JSM, ORGSYN and Reference Library of
Synthetic Methodology. In a design of experimental procedures in
synthetic chemistry, chemists rely heavilyon previous knowledge and
experience published in the literature. Experimental conditions are
desinged based on both the chemist's own experience and knowledge and
on finding proceudres that have been used previously for similar, not
necessarily identical, procedures. The enormous expansion of the volume
of available literature provides the scientist with an ever-increasing
pool of information from which to design experiments, but, at the same
time, introduces serious challenges as to how to access this
literature. Fortunately, computerized searching has met many of these
challenges. REACCS is particularly useful in that, using the graphics
part of the software, the chemist need only draw the reaction, or
half-reaction, of interest. A variety of search options then rapidly
gives access to published material that relate to this problem. Older
literature, as well as periodically up-dated new literature, is
available for searching. Using REACCS, the chemist can do in minutes
what otherwise would require days of manual library searching. Since we
first installed REACCS in 1988, there has been a growing reliance on
this software by an increasing number of NIH scientists. The REACCS
system has proven to be extremely vital to the operation of this
laboratory and to other laboratories at NIH in the design of reaction
sequences. The system must run on an IBM/V or VAS/VAX operataing
system; must be available for in-house use on NIH computers; must
display structures graphically and allow input and query construction
using mouse, light pen or other input device by drawing structures on
the screen of a graphics terminal; the system must have databases of at
least 75,000 reactions available for use with the program. Database
must include reactions published before 1970; the system must have
documentation and training programs available. The NIH believes the
proposed contractor is the only source available as it is uniquely
qualified to the provide the subject REACCS Database Updates and
Maintenance. This is not a formal solicitation. However, concerns that
respond should furnish detailed data concerning their compabilities
demonstrating the offeror ability to provide the equipment needed.
Determination to use Other Than Full and Open Competition was made in
accordance with 41 USC 253 (c)(1) as set forth in FAR 6.302-1. This
notice any represent the only official notice of such a solicitation.
