A -- SUPPORT OF THE ELECTRONIC PROVING GROUND TO INCLUDE SCIENTIFIC, ENGINEERING, ENGINEERING AUGMENTATION, RESEARCH, DEVELOPMENT, TEST AND EVALUATION, OPERATION AND MAINTENANCE OF TEST FACILITIES SOL DABT63-95-R-0012. The purpose of this notice is to request information from small businesses regarding the solicitation previously announced in the December 8, 1994 and the May 1, 1995 CBD notices. The revised tentative date for release of the Draft RFP is the end of July 1995. At this time, the Government seeks to establish the capabilities of qualified small business firms who will propose as prime contractors with the ability to perform the breadth of the requirement at a standard expected for this Best Value Solicitation. Evaluation of the requested information will determine whether a small business set aside may be found appropriate for this award. Interested small business firms considering proposing as a prime contractor for the effort are strongly encouraged to submit a description of their technical and financial capabilities (original and one copy) as delineated in the following paragraphs. This announcement contains sufficient information to decide if you want to respond to this announcement. However, if you choose to respond, you will need the Sample Tasks which were too lengthy to include in this announcement. If you are a Small Business already on the Bidder's Mailing List for the Draft RFP and final RFP, a complete package is being sent to you by mail. If you are not on the Bidder's Mailing List, you must contact Ms. B. Sebastian at (520) 538-0409, and the rest of the package will be faxed to you. The requested information is due to the address above (building 21112) no later than 2:00 p.m., 30 calendar days following this announcement. Note: if a due date falls on a weekend/holiday, the due date will change to 2:00 p.m. of the next official government work day. Facsimile responses will not be accepted. Financial capabilities: (A) Submit a financial plan which shows how your small business accommodates payroll for employees and other expenditures for the entire teaming partner(s) throughout the timeframe from which services are rendered until payments are received from the Government. (B) Identify your available line of credit. (C) Submit a copy of your teaming agreements considered beneficial for this solicitation. Technical: (A) Past Experience: The Past Experience relates to practical knowledge and skills you and any teaming partner(s) have gained as a result of direct participation with work similar to that required to perform the technical mission of EPG. Experience gained during the past five years is of greatest importance. For each government contract that you (and any teaming partner) have participated in, provide the following: (1) Government agency, contract number, title, dollar value, your status (prime, sub, other) and performance period. (2) Government points of contact to verify performance to include names, phone numbers, and if available, E-mail addresses. (3) Estimated level of effort in workyears by year. (4) Summary of contract scope and your responsibilities, and major deliverables. B. Ability to Manage a Large and Diverse Technical Workforce. Submit the following information: (1) Resumes for your current professional employees who would support this effort. (2) Explain your ability to ramp-up to 250 workyears level of effort within a 60-day contract phase-in period and ability to surge by an additional 300 temporary employees over a 30-60 day period with 30-days advance notice. (3) Explain your ability to manage technical work being performed at multiple geographic locations. (4) Explain what portion of the total work would be performed by you and what portions would be performed by any teaming partner(s). Sample Tasks. For each of the six (6) sample tasks listed below, describe your technical and managerial approach including number and skills of employees, tools, and procedures you would employ to accomplish the objectives. Your response should demonstrate you have the required technical knowledge as well as management skills required to perform in a cost effective manner. Cite relevant experience to enhance credibility of your response. Your response to each sample task should not exceed five (5) pages including any drawings, figures, attachments, etc. The six (6) sample taskings are as foloows: (1) Operate and Maintain the Instrumented Test Range (ITR); (2) Test Planning, Conducting and Reporting; (3) Modeling and Simulation; (4) Shelter Fabrication; (5) Hardware and Software Development; and (6) Virtual Proving Ground.
