F -- INDEFINITE QUANTITY CONTRACT FOR NATIVE PLANT PROPAGATION FOR NATIONAL PARKS IN THE STATES OF ALASKA, ARIZONA, CALIFORNIA, IDAHO, NEVADA, OREGON AND WASHINGTON SOL 1443-CX-2000-95-019 POC Marlene R. Haussler, 303/969-2046 The National Park Service is seeking a nursery or plant propagation organization to propagate native plants for National Parks in Alaska, Arizona, California, Idaho, Nevada, Oregon, and Washington. Native plant materials derived from parent stock obtained from the immediate vicinity of where the material will be installed as needed for revegetation projects in the described National Parks. The National Park Service goal of revegetation projects is to revegetate disturbed sites while protecting the genetic integrity of plants within the parks. The type of materials to be produced includes tree and shrub seedings, forb seedings, and grass plugs. The scope of work includes but is notlimited to the following: 1. Utilizing NPS regulations and policies, prepare revegetation plans for park projects. 2. Seed and cutting collection: Collect seed, cuttings, and native soil for mycorrhizal inoculum from designated area within the National Park. Provide all labor, materials, equipment, supplies, andtransportation needed to collect seed and cuttings for plant propagation. 3. Production: Provide a permanent greenhouse/nursery facility with heat, water, fertilizer, insecticides, fungicides, and photo period as needed to ensure the propagation of healthy seedings. Stock under production must not interbreed withother ecotypes of the same species, and potting mix must not be contaminated withweed or species alien to the park. Provide appropriate measures of hardening toprepare stock for successful transplanting into the park. Records must be maintained throughout production and provided to the National Park Service. 4. Holding: Provide holding for produced plant materials which will ensure healthystock if there are changes in the delivery date, including repotting when necessary. 5. Installation: Deliver and install the produced plant material, including appropriate soil amendments and associated planting practices, and provide a guarantee for a one-year period on plants produced by the offeror. Theguarantee will be waived on plants from other sources. 6. Follow up care: Provide, upon request, care for revegetation installations until the plants are established (approximately 2-3 years). Provide written progress reports as needed. 7. Monitor revegetation success following installation for a period of 1-5 years depending on the situation. Include written reports and photodocumentation as needed. 8. Provide professional consultation on selectionof plant materials and revegetation techniques. The National Park Service will award an indefinite quantity contract to the successful offeror who's offer conforms to the solicitation and is most advantageous to the Government, cost andother factors considered. Individual task orders will be placed to order services as they are required and the funding becomes available. The total of all task orders per year will not exceed $500,000. The maximum task order amountwill not exceed $100,000. The selected firm is guaranteed a minimum amount of $50,000 throughout the life of the contract. The term of the contract shall be one year with four additional one-year options. This procurement is set aside for small business concerns. The Standard Industrial Code for this procurement is 0831. To the fullest extent, the NPS welcomes the participation of women andminority-owned and operated firms. RFP No. 1443-CX-2000-95-019 will be available on or about the 15th day after this announcement is published.
