SYNOPSIS SUBJECT: PROPOSED ACQUISITION: SYNOPSIS The 38th Logistics
Squadron has a requirement for nonpersonal services for operation,
maintenance and recurring support services of the base telephone system
at McConnell AFB KS. The proposed contract is for one year with four
option years. The system consists of an NTI SL-1 (Central Office
Switch) Option 81, version 1611, release 19, an NTI SL-1 MS (Lodging
Switch) Generic 737, version 6.13, an NTI Northstar Keysystem, and an
AT&T Definity G2.2 (Command Post Switch) release 2.1, issue 3.0,
switching systems, Main Distribution Frame, the Inside and Outside
Cable Plants, Customer Premise Equipment and Inside Wiring. There are
both commercial and Defense Switched Network (DSN) trunks, access to
FTS2000, hot lines, data circuits, radio circuits, key systems, and
crash nets. The NTI SL-1 Option 81 Switch is equipped for approximately
4,063 lines with 226 trunks. The NTI SL-1 MS Switch is equipped for
approximately 290 lines and 28 trunks. The AT&T Definity G2.2 is
equipped for approximately 79 lines with 134 trunks.--This acquisition
is being conducted under a specific agency delegation of GSA's
exclusive procurement authority for FIP resources. The specific GSA DPA
case number is KAA-95-AD001. As an additional requirement under this
acquisition, the winning contractor must be eligible for a facility
clearance and the personnel working under the contract must be U.S.
citizens and eligible for access to classified information. Competition
is not open to foreign owned or controlled sources. Only bid submission
from domestic, responsible sources shall be considered. Sources
responding to this synopsis must indicate in writing whether they are
a large or small, disadvantaged, women-owned, American or Foreign
owned/controlled business. For this acquisition, a concern will be
considered small under SIC 7378 with size standard of $18,000,000.00.
An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
