LS/LGCVO, Contracting Flight, has a requirement for nonpersonal
services for operation, maintenance and recurring support services of
the base telephone system at O'Hare IAP Reserve Base IL. The proposed
contract is for one year with four option years. The system consists of
a NTI SL-1XT with Release 19 software, main distribution frame, inside
and outside cable plants, ancillary equipment, and customer premise
equipment. The NSI SL-1XT is equipped with approximately 7,000 lines
and 160 trunks and is expendable to 10,000 lines. There are both
FTS2000, hot lines, data circuits, radio circuits, key systems, and
crash nets. This acquisition is being conducted under a specific agency
delegation of GSA's exclusive procurement authority for FIP resources.
The specific GSA DPA case number is KAA-95-AD001. Competition is open
to domestic and foreign sources. All responsible sources may submit a
bid, which shall be considered. Sources responding to this synopsis
must indicate, in writing, whether they are large or small,
disadvantaged or a women-owned business. For this acquisition, a
concern will be considered small under SIC 7378 with size standard of
$18,000,000.00. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
