7010, Contracting Officer. Pre-Soliciation: Furnish all labor, material
and equipment necessary to renovate thirty-three wood frame multiple
story units. The intent of this project is to renovate 374 existing
units to conform to current building codes, modernize all of the units
and expand the size of many of the units within the existing building
envelopes. Upon final completion the total of housing units will be
reduced to 276. The contractor will be required to employ intensive
construction management and scheduling techniques and multiple work
crews to accomplish the work within the required completion time.
Liquidated damages will be included in the resulting contract which
shall consist of interior demolition, wallboard, carpentry, interior
finishes, electrical and mechanical work in addition to some site work
and landscaping. Plans and specifications may be obtained by
forwarding a non-refundable certifed check or money order to the
address shown above. Bid packages are available at a cost of $75.00 for
the first set and $50.00 for each additional set. This procurement is
issued pursuant to the Small Business Competitiveness Demonstration
Program and is open to large and small business participation. The
applicable SIC Code is 1522. This procurement is estimated over $10

The Department of Transportation (DOT), Office of Small and
Disadvantaged Business Utilization (OSDBU),has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
