This proposed acquisition is being processed in accordance with the two-step sealed bidding procedures delineated in FAR 14.5. FHWA will evaluate step-one technical proposals to determine conformance to the Government's specification. An invitation for bid (IFB) will subsequently be issued only to those offerors that have submitted acceptable technical proposals under step-one. All responsible sources may submit a proposal which shall be considered by FHWA. This requirement is 100 Percent Set Aside for Small Business. The requestor's DUNS number should be included in the request. To expedite the request, please furnish two self- addressed gummed labels for each solicitation requested.
