The Army is considering issue of a Request for Proposals (RFP) for procurement of AN/PVS-7B, AN/AVS-6(V) and AN/PVS-XX (Monocular Night Vision Device) Systems and associated spare parts including 18mm and 25mm Third Generation image intensifier tubes. The performance requirements for these systems have been previously announced in a Market Investigation. The anticipated acquisition strategy for the award is as follows: (1) full and open competition; (2) one firm-fixed price award made on a best-value basis; (3) single-year or no more than two-year multi-year contract. Government representatives will be available for one-on-one (face-to-face) sessions with potential offerors. The purpose of the one-on-one sessions is to afford industry the opportunity to discuss any perceived issues with the above acquisition strategy, and to allow the Government to receive the benefit of industry comments. These sessions should not be used by potential offerors to market their products. These sessions are not a commencement of negotiations. Target timeframe for the sessions to take place is 5-16 June 1995. Each session will be limited to approximately 60 minutes. Requests for a one-on-one session must be in writing and received no later than 5 days prior to the requested meeting date. Requests must include: (1) name of company; (2) address; (3) point of contact; (4) phone number; (5) FAX number; (6) known issues and questions. A written record of the session will be maintained by the Government representative responsible for conducting the session.
