INTRODUCTION: Naval Surface Warfare Center Crane Division (NSWCCD)
Louisville Kentucky is interested in receiving proposals (technical and
cost) on the research and development effort described below. Proposals
in response to the Broad Agency Announcement (BAA) shall be submitted
by 7 July 1995, 3:00 pm EDST, addressed to Contracting Officer,
NAVSURFWARFCEN Crane Division Attn: Mr. John R. Walker, Code 1168, BLDG
V, 5403 Southside Drive, Louisville, KY 40215-5000, telephone (502)
364-5845. Requests for the supplemental package required for this
announcement may be sent to the same address or telefaxed to (502)
364-6996 (alternate (502) 364-6435). This is an unrestricted
solicitation. Proposals submitted shall be in accordance with this
announcement. Proposals submissions after the cutoff date specified
herein shall be treated in accordance with the restrictions of FAR
52.215-10; copy of this document may obtained from the contracting
point of contact. There will be no other solicitation issued in regard
to this requirement. Offerors should be alert for any BAA amendments
that may be published. The government reserves the right to fund
multiple efforts under this announcement. BACKGROUND: The Navy is
currently the holder of a huge number of unused patents and
manufacturing processes and technologies. The Manufacturing Technology
Transfer Center (MTTC) is being established as a vehicle to enhance
and deploy these patents, processes, and technologies, etc. to small
and medium businesses in the private sector. This will assist in the
reversal of current trends brought about by downsizing that has
depleted the industrial base and will enhance the competitiveness of
business through the transfer of proven manufacturing and industrial
technologies, processes and use of government patent information. This
will be accomplished with the objective of retaining and creating jobs
within the manufacturing sector and maintaining the industrial base for
the government to procure needed supplies and services. The MTTC shall
be a joint venture between NSWCCD and the successful company or
companies. The goal of the MTTC is to create a climate for economic
stability through retention, expansion, and establishment of new
business within the private sector. REQUIREMENTS: NSWCCD seeks a
partner or partners to develop a Manufacturing Technology Transfer
Center (MTTC). The objectives of the MTTC are to enhance the economy of
the region and provide for maintenance of the industrial base. At the
same time, it is hoped that these efforts will also benefit NSWCCD it
terms of community and political support and the retention and creation
of jobs. The MTTC shall be located at the NSWCCD facility. The
functions of the MTTC will be as follows: Evaluate and refine
industrial manufacturing processes, designs and patents developed by
Navy Research Laboratories and Centers of Excellence; Transfer proven
manufacturing and industrial technologies to the Navy and private
industry; Assess the feasibility of enhancing or improving developed
patents, processes and designs for dual use applications; Develop
improvements to selected technologies to make them commercially viable;
Serve as a center for demonstrating and implementing Best Manufacturing
Practices (BMP) from the Navy BMP Program. Specifically, the MTTC shall
be tasked to: Operate a teaching factory in an actual production
environment; Provide shared manufacturing resources for participants;
Provide a testbed laboratory for testing new processes and transferring
new technologies to private industry; Educate private industry in the
use of Electronic Commerce; Educate private industry in the use of and
certification requirements of ISO 9000; Promote business start-ups
with a Manufacturing Incubator Facility. The MTTC will be used to
evaluate and demonstrate the capabilities of new equipment, techniques,
and processes with respect to their applications in manufacturing.
Projects undertaken will be primarily developed from and implemented in
the MTTC facilities. The baseline strategies are as follows: Establish
a learning center/teaching factory at NSWCCD Louisville Kentucky site;
Form patnerships with private, academic and public institutions;
Develop and conduct symposiums on specific technologies. Explore the
possibility of either the MTTC or NSWCCD Louisville Kentucky site
becoming the transfer/demonstration point for the Navy Manufacturing
Technology (MANTECH) programs. Develop and distribute promotional
material describing the MTTC and the services available. NSWCCD will
provide the following to this endeavor: Access to technologies that
have been developed by the Government and DoD laboratories and centers
of excellence; Personnel to preform liaison duties between NSWCCD and
Contractor(s); Personnel and required manufacturing resources as
determined by each specific task/initiative; There will be two
buildings provided for MTTC use: one shall be set aside for use as a
machine shop for demonstrations and experimentation; the other facility
shall be equipped with 15 workstations to include state-of-the-art
computers and basic operational software. Further software requirements
and any site licensing shall be the responsibility of the
contractor(s). The selected contractor(s) shall provide the following
for this endeavor: Selection and application of the candidate
technologies, processes and patents; any machines/machindry required
for the aforementioned machine shop building; personnel for
adminstrative and technical support for the operation of the MTTC.
Sufficient personnel to carry out the technical objectives as stated in
the contract(s); software and licensing for this software for
requirements beyond basic operational software; origination and
maintenance of a database that will contain all available information
on technologies; set up and maintain an off-site office in near
proximity to the MTTC; Promote, maintain alliances with local industry,
academia. The following deliverable data items shall be required: (a)
Status Report, DI-MGMT-80368, monthly; (b) Funds and Manhour
Expenditure Report, DI-FNCL-80331A, monthly; (c) Project Planning
Chart, DI-MGMT-80507A, monthly; (d) Contract Funds Status Report
(CFSR), DI-F-6004B, quarterly; (e) Presentation Material,
DI-ADMIN-81373, as required: (f) Scientific and Technical Reports,
DI-MISC-80711, as required; (g) Technical Report-Study/Services,
DI-MISC-80508, as required. EVALUATION CRITERIA: Proposals will be
evaluated using the following criteria: (NOTE - Items 1 through 3 are
in descending order of importance, with item 3 being significantly less
important than items 1 and 2, which are considered equal in value.) 1.
Technical - Proposed mechanisms to achieve and MTTC's requirements in
order to conduct technology transfer to industry and government thus
obtaining a high degree of implementation of its developments and
results. Proposed process for involving industry, government, and
academia in identifying and executing the technical program agenda and
deploying the resulting technologies. Background and experience in the
areas of manufacturing technology as reflected in previous contracts
and personnel background, including relevant qualifications and time
commitment of key technical and managerial personnel. Background and
corporate expertise in the area of related education, training, and
technology deployment as reflected in previous activities and personnel
background, including relevant qualifications and experience. Previous
experience and understanding of the technical intricacies and
innovative approaches to manufacturing technologies. Previous
experience with state-of-the-art computer systems, development and
maintenance of database. Proposal should show an in-depth understanding
of ISO-9000 and its certification process. Submission of proposer
generated Statement of Work is a mandatory requirement. 2. Management
- Understanding the goals and mission of MTTC and reflection of this
understanding in the proposed resources, management structure,
organization, technical approach and work emphasis, use of
subcontracting, and leveraging of government funds. Adequacy and
availability of the facilities and equipment, both available and
proposed, for program execution. Include lead-time from award of
contract until any proposed modifications would be in place and
available to support the technical effort. Proposed development and
relationships - both regionally and nationally; i.e., linkages to other
consortia, professional organizations, universities, regional, state,
and local education and training organizations focused on manufacturing
technologies. Policies on intellectual property, propriatary rights,
patent restrictions, and foreign activities, governments, and students.
3. Cost - Reasonable cost to the government, including cost sharing by
industry, other government, and other participants in the form of
matching funding, equipment, facilities, or other ''in-kind''
resources. Cost will be evaluated on the basis of cost realism. This
pertains to the offeror's ability to project costs which are realistic
and reasonable and which indicates whether the offeror understands the
nature and scope of the work to be performed. SUBMISSION PROCESS:
Proposers are required to submit eight copies of the proposal. The
proposal shall be submitted in two parts: PART I (Technical and
Management) and PART II (Cost). A supplemental package containing
copies of required DIDS and a preferred method of proposal preparation
is available upon request. It is suggested that this package be
obtained prior to proposal preparation. Proposals must be recieved no
later than July 7, 1995, 3:00pm EDST in order to be considered for
award. PART I - Technical and Management: Technical and management
shall not exceed 75 single spaced, 10 pitch type pages (folded pages
are not allowed), including resumes and exhibits. Part I consist of a
cover including title, technical point(s) of contact, administrative
point(s) of contact, and pertinent phone numbers; summary page(s) of
organizations participating in the proposed bid with addresses and
point(s) of contact; a summary of related experience. Part II - Cost:
Cost shall contain (1) a one-to-one page cost summary and (2)
supporting pages, which shall include a detailed breakdown of labor
categories, equipment, travel cost, and any other direct and indirect
costs. The Navy reserves the right to select for award any, all, or
part, or none, of the response received and intends to incrementally
fund any resultant agreement. It is anticipated that a Cost Plus Fixed
Fee contract will be utilized. The offers may be required to have or
obtain security clearance up to and including secret level for the work
contemplated under this announcement. The BAA is an expression of
interest only and does not commit the government to pay any proposal
preparation costs for responding to the BAA. Responses should be
forwarded at no cost to the government. The cost in preparing proposals
in this announcement is not considered an allowable direct charge to
any resulting contract/agreement or other contract/agreement. It is,
however, an allowable expense to the normal bid and proposal indirect
cost as specified in FAR 31.205-18. Note that only the Contracting
Officer is authorized to award government agreements pursuant to this
BAA. All responsible sources may submit a proposal which shall be
considered by the Navy. The Navy intends to enter into a multiple year
agreement with the MTTC. Approximately 3.5 million is available for
efforts selected under this announcement in Fiscal Year 95 with
approximately 3 to 4 million available over the next three years. All
correspondence and proposals for the restructuring and operation of the
MTTC shall be submitted to the Contracting Officer at the address
