THIS IS A SOLE SOURCE PROCUREMENT. The Naval Surface Warfare Center, Carderock Division, Annapolis Detachment intends to procure scientific and engineering services for testing weld metal microspecimens with John Hopkins University, Charles& 31th St. Department of Mech., Baltimore, MD 21218. Services will be provided to experimentally characterize the inhomogeneity and anisortropy of mechanical properties within individual weld metal beads as part of a three phase testing matrix. During phase I, microhardness profile measurement will be conducted across the weld joint profile traversing both the as-cast and tempered martensite region of several welds. Phase II, will cover measuring tensile poroperties, obtained from micro-specimens. Phase III will summarize tensile and microhardness results. Period of performance will be for one year from the date of contract award. Note 22 applies to the extent that the Government intends to negotiate with only one source under the authority of FAR 6.302. (0151)
