366-9567 The National Highway Traffic Administration (NHTSA) intends to
issue a IFB in order to obtain the necessary personnel, facilities,
materials, equipment and services to perform compliance testing and
reporting services to determine conformance with the requirements of
the Federal Motor Vehicle Safety Standard (FMVSS) No. 109, ''New
Pneumatic Tires''. Bidders must have the necessary testing facilities,
materials and equipment capable of meeting the testing requirements as
specified by the Solicitation and the Laboratory Test Procedures
TP-109-08 ''Laboratory Test Manual for Federal Motor Vehicle Safety
Standard 109'' dated April 1988. The Government may require a
demonstration test at the Offeror's expense prior to Contract Award
using the Testing Facilities, materials, Personnel, and Equipment that
the Offeror proposes to use in the performance of the Contract. No
Subcontracting will be permitted. Manufacturers of Vehicles and/or
components to be tested are not eligible for award of this requirement.
A projected period of performance is for twelve (12) months with four
(4) Option Years. The Government reserves the right to make Multiple
Awards. Requests for this solicitation must be in writing. The
