The U.S. Coast Guard (USCG) Commandant, Office of Command, Control, and
Communications has identified a requirement for technical services to
support computer systems and communication networks supported by the
Operations Systems Center (OSC) located in Martinsburg, WV. This
requirement will be competed among eligible 8(a) contractors IAW FAR
Section 19.805. This acquisition is classified as a NATIONAL buy. The
anticipated SIC code for this requirement is 7371. The contractor shall
furnish all personnel, supplies, technical services, management, and
supervision necessary to support computer systems (hardware, software,
network, and firmware) and communications networks supported by the
OSC. The scope of this effort includes project management, system life
cycle management, quality assurance, configuration management,
security program, software maintenance, hardware maintenance, data base
administration, system administration, network administration, data
management, computer operations, technical writing services, customer
hotline support, computer system fielding services, application system
training, application technical field support, data center
environmental monitoring and control, data center analysis and capacity
planning, data center infrastructure reconfiguration, technical
reference library support, magnetic media support, and computer systems
and communication networks phase in/phase out and migration. The
following systems are currently deployed at OSC and are representative
of the types of equipment and systems anticipated to be supported. The
Automated Mutual-Assistance Vessel Rescue (AMVER) system operates on 3
Hewlett-Packard 9000 Series I70 computers (1 as a production
environment, 1 as a standby platform, and 1 as a test development
system). The Computer Assisted Search Planning (CASP) application
operates on 1 Prime 5370 and 1 Prime 9955 Model II minicomputer. The
Law Enforcement Information System (LEIS II) operates on 1 Sequent
2000/750 minicomputer. The Marine Safety Information System (MSIS)
operates on 2 Prime 9955 Model II front-end servers, 1 Prime 5370
front-end server, 1 Prime back-end database server, and 1 Prime 9955
Model II training, test and development system. The Joint Maritime
Information Element (JMIE) Support System (JSS) is a classified system
used by a consortium of national and international law enforcement
agencies. It operates on 1 IBM 4381-R14 mainframe computer using the
M204 database management system. The Merchant Mariner Licensing and
Documentation (MMLD) System operates on 1 Sequent 2000/450
minicomputer. Additional systems are anticipated to be deployed to OSC.
These operational systems will likely include Hewlett-Packard
minicomputers as part of their hardware configurations. Also, all
systems utilize Unisys-based Coast Guard Standard Workstations,
X-window terminals and/or Personal Computers as interface devices over
ethernet Local Area Networks. The USCG anticipates issuing a Request
for Proposal (RFP) on or about 18 July 1995. All interested firms must
submit a ''Request for RFP'' letter referencing solicitation number
DTCG23-95-R-TWV001. ONLY WRITTEN RESPONSES WILL BE ACCEPTED. As a part
of the technical evaluation, the government will use the Software
Capability Evaluation (SCE) method developed by the Software
Engineering Institute (SEI) to evaluate the software process of the
responding offerors (see Capability Maturity Model for Software
CMU/SEI-93-TR-24, Feb 1993). The SCE team will analyze key process
areas (KPAs) through the Defined Maturity Model for a software process
improvement program. The USCG intends to host a site visit for
offerors 10 - 15 days after RFP issuance. A technical library
containing applicable documents for the RFP will be located at OSC 175
Murall Dr., Martinsburg, WV 25401. The technical library will be open
from 8:00 - 11:00 AM and 1:00 - 3:00 PM Monday through Friday (except
for Government Holidays). Access to the technical library will be
given by appointment only. Offerors can call to schedule appointments

and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned, and
disadvantaged business enterprises to acquire short-term working
capital assistance. Loans are available under the DOT Short Term
Lending Program (STLP) at prime interest rates to provide accounts
receivable financing. The maximum line of credit is $500,000. For
