Norfolk Detachment, Washington DC (FISC) is seeking comments on all
areas of a DRAFT SOLICITATION for Information Technology (IT) Support
Services at the National Institute of Health (NIH), Bethesda, MD. This
requirement is part of the Computer Equipment Resources and Technology
Acquisition for NIH (CERTAN). The scope of the requirement is to
provide comprehensive technical support services to meet scientific,
managerial, and administrative computing requirements within the NIH
community beginning in Fiscal Year 1996. These services include, but
are not limited to, the following areas: Programming and Analysis; Help
Desk Support; Training; Technology Assessment, Supplemental Operations;
Integration; Software Documentation Management Support; On-Site LAN and
Computer Support; and NIHnet Networking Support. The computing
environment consists of a diversity of desktop platforms including
approximately 13,000 Intel based personal computers, 3,500 Macintoshes,
100 VMS Systems, and 500 UNIX workstations. Most systems are attached
to a network consisting of approximately 250 ethernet, token ring, and
Fiber Distributed Data Interchange (FDDI) LANs all interconnected
through a FDDI backbone. In addition, NIH and other government
personnel use centrally supported MVS mainframes, a Silicon Graphics
Challenger server system, a Convex C3830 supercomputer, and an Intel
iPSC/860 highly parallel system. A (12) twelve month period of
performance consisting of approximately 693,560 labor hours and (4)
four one-year option periods is planned. The DRAFT of the NIH
Information Technology Support Services Solicitation will be available
beginning 14 June, 1995. The DRAFT is in Wordperfect 5.1 format and
can be obtained through the World Wide Web (WWW) or directly by FTP. A
paper copy of the draft can be obtained by sending a fax request for
copies to the FISC Customer Service Center listed above. To access via

access via FTP, execute the following commands: FTP FTP.CU.NIH.GOV;
Userid? ANONYMOUS; Password? GUEST; CD CERTAN-FILES (change remote
directory to CERTAN-FILES); BINARY (Specify a binary transfer); GET
NITSS.RFP (Downloads the files to your local subdirectory); QUIT (exit
from the FTP Session). Comments regarding the CERTAN Acquisition shall
be mailed to the FISC Customer Service Center listed above. Please
reference DRAFT SOLICITATION NUMBER N00600-95-X-0494. Comments
submitted in response to this draft will be delivered only to NIH, and
the anonymity of the sender will be maintained if comments are made
available to the public. The analysis of responses will be used in the
final solicitation to be issued at a later date. Comments will be
