project is for the acquisition of services to conduct a site-specific
on-the-ground reconnaissance, feasibility, and verification of timber
harvest units and roads for Cleveland Peninsula. Completion of each
contract item will result in the ground verification or feasibility of
the selected units and roads, and a technical report (Reconnaissance
Report) containing the information necessary for the Government to: (1)
assess the logging feasibility of each unit by analyzing landing and
temporary road locations, approximate setting boundary locations,
proposed logging system, profile data, walk through stand exam data,
and general description of each unit; (2) verify or update Forest
Service Soil Resource Inventory information within select units and
specified roads; (3) verify or update Class I and II stream locations
and be able to analyze stream crossings and complexities; (4) update
Logging Systems Transportation Analysis (LSTA) by locating all
collector, arterial, and some specified local roads and proving their
feasibility. Cleveland Peninsula is located on the Ketchikan Area of
the Tongass National Forest. All work shall be completed by September
30, 1996. Evaluation factors for award will include technical approach,
staffing, management approach, project schedule, corporate experience,
past performance, and price. This project is 100% Labor Surplus Area
