The purpose is to integrate the outreach program into the Council's existing Indian Preference Jobs/Training Program. In accordance with FAR 6.302-3(a)(2)(ii) and (b)(2)(ii), this proposed award is to maintain an essential development capability calling for the practical application of investigative findings of a technical nature to be provided by a nonprofit institution.
