Y -- DESIGN, FABRICATE, DEMONSTRATE AND REMEDIATE USING A PORTABLE NON-INCINERATING TREATMENT SYSTEM FOR ON-SITE DESTRUCTION OF POLYCHLORINATED BIPHENYLS (PCBS) SOL N47408-95-R-3312 DUE 080495 POC Contract Specialist, SHEILA OXENDER, 805-982-2172 Provide services for the design, fabrication, and demonstration of a portable non-incinerating treatment system for on-site destruction of polychlorinated biphenyls (PCB) and residual, such as the Based- Catalyzed Decomposition Process (BCDP), and use the system for remedial actions at Government agency installations worldwide. TASK 1-Contractor shall provide personnel, equipment,materials, and facilities to provide and/or design and construct a portable system to treat soil contaminated with PCBs. The system shall provide for complete on-site destruction of contaminates without using incineration (controlled flame combustion) methods. TASK 2- Contractor shall perform site-specific treatability studies to document the applicability and performance of the system designed and fabricated. The contractor shall then demonstrate the system in operation on 100 tons of PCB contaminated soil at a site designated by the Government. TASK 3-The contractor shall provide resources to perform remedial actions of at least 10,000 cubic yards of contaminated soils on Government installations using the system lease-free. Contractor may use equipment on private remedial sites when not in use or required for use on Government sites, after receipt of written consent from the Navy. Task 1 and 2 will be a Cost-Plus-Incentive-Fee contract and Task 3 will be a Time and Materials with Indefinite Delivery/Indefinite Quantity (ID/IQ) provisions contract. Task 1 and 2 is for approximately one year and Task 3 involves the potential for four option years with a total estimated value of $9,600,000.
