This solicitation consists of 9.77 miles of grading, drainage, base, paving, and walls. Project includes: construction survey & staking; construction scheduling; contractor sampling & testing; 25,000 ton hot asphalt concrete pavement; 130 acres clearing & grubbing; 100 cuyd concrete wingwalls; 220 lnft precast concrete box culverts; 50,000 ton emulsified asphalt treated base; 5,000 lnft culverts & drains; 2,200 lnft underdrains; 10,000 lnft silt fence; 40,000 lnft straw wattle arches; 640,000 cuyd excavation; 1,500 M-Gal watering; 70,000 sqyd roadway obliteration; 35,000 sqft gabion faced retaining wall; 19,000 lnft guardrail; 80,000 sqyd placing conserved topsoil; 200 ea placing plants; 21,000 ea emergent wetland plants; 500 slry units turf establishment; 700 cuyd riprap; 13,000 lnft riprap lined ditch; 6,000 hr flagger; 1,000 hr pilot car; 1,000 hr traffic control laborer; 215,000 lnft pavement markings; and other small items of work. Work shall be completed by October 15, 1997. Estimated price range is between $5,000,000 and $10,000,000. Presolicitation Notices are being provided to firms on this agency's mailing list concurrently with the publication of this synopsis.----The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
