AMSEL-ACCA-C-AS. PM TRCS/(E) PLRS PROGRAM This is a Market Survey for
acquisition of approximately three hundred (300) Very High Speed
Integrated Circuit (VHSIC) Enhanced PLRS User Unit or VEPUUs including
Usereadouts (UROs) and URO cables, to support the U.S.Army. At
present, Hughes Aerospace and Electronics Company (HAEC), El Segundo,
CA. is the sole producer of the VHSIC and EPUUs; HAEC is also the sole
integrator of same which results into a VEPUU. Technical data for UROs
and URO cables is available; however, First Article Testing (FAT) will
be required for these item if the respondet is not the regular
producer. Technical data is not available for VEPUUs. In addition,
delivery for these items shall be no later than 1 QTR FT98.
Description: a. The EPLRS system consists of a central control station
called the Downsized Net Control Station (NCS) that locates position
and tracks a community of User Units called VEPUUs. The DNCS provides
these services to the field commander and the user units. In addition,
EPLRS provides digital data distribution to Battlefield Functional
Areas (BFAs). Current systems requiring data distribution for mission
effectiveness experience communications delays, contention access, and
non-efficient data transfer. EPLRS was designed to fill the data
communications need as each BFA is provided with reliable, on-time data
service with standard Army interfaces. Secure data transfer among and
between BFAs is an EPLRS capability along with providing services such
as relative Position/Navigation (POS/NAV) and battlefield control
measures (lanes, zones, air corridors, etc.). These capabilities
provide an enhancement to existing and emerging Command and Control
(C2) capabilities beyond that of individual POS/NAV systems. b. The
EPLRS Radio Set (RSs) provide direct high throughput user-to-user data
communications capability with a dual level of security and a anti-jam
margin. EPLRS incorporates integral, automatic relays that are routed
via RS control. The DNCS controls the allocation of resources required
to establish user-to-user communication links to allow Army hosts to
exchange digital data. The power source for the manpack configuration
is from a battery pack that holds two (2) BA5590 lithium batteries for
24 hours of operation. Power sources from the vehicle and airbourne
configurations are from a Selectable Power Adapter (SPA) and an
Airbourne Power Adapter (APA), respectively. The VEPUU shall operate
from an input voltage range of +18.5 to +32 VDC. The VEPUU must be
compatible with the EPLRS Electronic Test Set (ETS) and must be
deployed concurrently with the ETS. Because of the embedded COMSEC
equipment in the VEPUU, a respondent must have a SECRET CLEARANCE, a
required COMSEC brifing, and the ability to access COMSEC information.
The RS consists of an VHSIC EPLRS User Unit (VEPUU), a User Readout
(URO) device or a Pilot Control and Display Panel(PCDP), and an
appropriate installation kit for ground, surface vehicle, or airborne
use. c. The URO is an input and output device which allows the VEPUU
operator to communicate with the NCS and other user units, i.e.VEPUUs.
The URO has twenty-two (22) alphanumeric displays and two (2) lighted
status indicators. The URO when connected to the VEPUU via an
extension cable (URO cable), is capable of being operated while being
