Center Norfolk Detachment Washington (FISCNORDETWASH) has a requirement
in support of the Norfolk Naval Shipyard Det (PESO), Annapolis, MD for
an environmental reach-in chamber having temperature and humidity
control. The equipment shall consist of, but is not limited to: the
chamber; size 48'' by 48'' with walls, ceilings, door and floor that
shall not be less than 4 inches thick, with an interior of 304 series
stainless steel (non-magnetic with high chrome content, welded and
ground smooth to eliminate moisture migration), with an interior light.
The exterior shall not be less than 16 guage steel. The door; shall
have a triple pane, desiccant filled separator, heated, air-tight
observation window. Lead-in ports, shelving microprocessor controls for
temperature and humidity with automatic and manual capability. The
controller shall be capable of programming chamber ambient conditions.
Airflow; shall be accomplished by using air diffusers, quiet fans,
strip heaters and mechanical refrigeration coils. Temperature controls
shall be programmable, solid state and capable of adjusting
temperature within the range of -35 and +175 degrees C. Humidity
control shall be programmable solid state system capable of controlling
the chambers interior relative humidity within the range of 20% to 95%
RH. Dry air purge system capable of providing C02 or LN2. Recorder; a
direct reading chart recorder to record both temperature and humidity
simultaneously for not less than 1 hour to 7 days. Place of delivery
has not been secured but equipment is being procured for Naval Surface
Weapons Center, Carderock, MD. Proposals will be evaluated based upon
low price/technically acceptable. This proposed contract is being
considered as a 100 percent set-aside for small business concerns, as
defined by the clause 52.219-6 of the Federal Acquisition Regulation.
The interested small businesses should provide the contracting office
as early as possible, but not later than 15 days after this notice,
evidence of their capability to perform the contract and a positive
statement of their eligibility as a small business (a firm with 500
employees or less). A manufacturer or regular dealer submitting an
offer in its own name agrees to furnish, end items manufactured or
produced by small business concerns inside the United States, its
territories and possessions, the Commonwealth of Puerto Rico, the Trust
Territory of the Pacific Islands, or the District of Columbia. If
adequate response is not received from small business concerns, the
solicitations will instead be issued, without further notice, as:
