Wright Laboratory is interested in receiving proposals for the research effort described below. This solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70. Baseline and Option will both be evaluated using the standard evaluation factors found in Section M of DFARS 235.7006. The last two technical evaluation criteria are of equal weighting. A Cost Plus Fixed Fee (Completion) type contract is contemplated. The estimated period of performance is 58 months commencing on or about 95 SEP 30 which includes 4 months for writing and reviewing the final report. Contractor shall include in their cost proposal the estimated cost and fee for each phase of their proposed effort. For pricing purposes the contractor shall assume an exercise option date of on or before the conclusion of Phase II. It is expected that this contract will be awarded based upon a determination that there is adequate price competition, therefore, the offeror is not required to submit or certify cost or pricing data with its proposal. If, after receipt of the proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.804-3, the offeror shall provide certified cost or pricing data as required by the Contracting Officer. The objective of this effort is to demonstrate the integration of key technologies for the electric Integtated Power Unit (IPU) Unit. The main focus of this program will be the integration of a high speed starter/generator with air breathing turbo-machinery. The key aspects in the development and demonstration of Integrated Power Unit (IPU) Advanced Development will be the lubricationless bearing approach combined with air cooling technology for high speed electric machines combined to give a simple rugged, durable IPU design.
