''ADVANCED MATERIAL FOR RAILGUNS'': The U.S. Army intends to solicit
and negotiate with the Lavrentyev Institute of Hydrodynamics,Siberian
Division,Russian Academy of Sciences, Novosibirsk, Russia (Former
Soviet Union). This action is based on the sole source approval under
the authority of FAR 6.302-1, only one responsible source. The proposed
action is for research and development effort in support of the
Material Railgun. This contractual action is for purchase of hardware
items representative of cladding and compaction technologies. The items
will be evaluated on the potential of the underlying technologies and
techniques to solve or ameliorate critical technical problems in
electromagnetic railgun development. Development of railgun barrel
surfaces is critical to acceptable wear rates for military application.
A technical data package does not exist for this requirement. This
notice of intent is not a request for competitive proposals. A
determination by the Government not to compete this proposed action,
based upon responses to this notice is solely within the discretion of
