A -- STRATEGIC OUTREACH PROGRAM BROAD AGENCY ANNOUNCEMENT SOL DABT43-95-R-BAA1. DUE 060396. Contact 717/245-4631, Contracting Officer, Richard A. Myers. The strategic outreach program facilitates dialogue on national security issues between the Army and those outside the Army who are actively interested in security policy. Initiated in 1987, the outreach program is sponsored by the Office of the Chief of Staff, U.S. Army. The outreach program is designed to prompt academic thought and discussion on national security issues by providing a range of Army resources from subject matter experts to speak, present papers, and chair/participate in panels to hosting or cosponsoring conferences. Current cosponsor interests include but not limited to the following themes: Alliances, Coalitions, and Joint Command and Control; Strategy for the War on Drugs; Total Force of the Future - Active Component/Reserve Component (AC/RC) mix, readiness, force relationships, contingency forces and mobility forces; Peacekeeping, Peacemaking, and Peace-Enforcement; Nontraditional Uses of Military Power; Ethic and Religious Conflict; Power Projection Army; Strategic Mobility; The Pacific Rim in the 21st Century; Technology XXI, the Technology Required to Leverage the Change to Increase Capabilities for the 21st century; Process of Change, the Process Required to Change the Army to Meet the Challenges of the 21st century; Maintaining Readiness in an Era of Declining Resources; Roles and Missions of the Active Component and Reserve Component- Interrelationships and Synergy; The Use of Armed Forces in the Domestic Assistance Missions; The Congress and the Military - Partners in National Security; The Legitimacy of Using Military Force to install Democracy Around the World; The Strategic Implications of Plagues and Pestilence. Submitting a Proposal. Page limitations are as stated below for each type of submission and for specific sections within the proposals: A ``page'' is double spaced 8 1/2 by 11 inches and print type not smaller than 12 characters per inch. Nonconforming proposals will be returned without review. All proposals should be submitted in three copies to the Contracting Office address as above. Bidders may submit proposals at any time prior to 6 April 1996. Proposals will be reviewed on a continuing basis as they are received. Proposals submitted by facsimile machine will not be accepted. Submissions may take two forms, a Quick-look Proposal or a Formal Proposal. The Quick-look procedure is intended to minimize unnecessary effort in proposal preparation on the part of an offeror whose proposed work is not of interest under this BAA. AWC intends to respond to Quick-looks within 30 days of receipt indicating the Army's interest in receiving a Formal Proposal. Favorable review of the quick-look will in no way guarantee an award if a Formal Proposal is submitted. Bidders are not required to submit Quick-looks prior to submitting Formal proposals. Quick Look Instructions. Quick-looks are limited to 5 pages and must contain only the following elements: A) BAA number, topic area, topic title and subtitle, proposal title, estimated attendees, company name and address, conference location, tentative agenda and point of contact; B) description of the technical approach and technical objectives to be achieved with a description of the conference product; C) description of the unique and innovative characteristics of the approach proposed; D) estimate of the total costs (separate breakout by task not required) and desired Army Outreach funding or other resources; E) comparison with on-going research; and F) qualifications (names if known) of the principle investigator, key speakers, panelists, presenters and key staff to be committed to the project. Formal Proposal Instructions. Formal proposals are not limited in maximum number of pages however extraneous, repetitious or wordy submissions are not desired and will result in lower ratings. Proposals must contain the following sections describing the proposed research: A) cover page including BAA number, topic area, topic area, topic title, topic subtitle, proposal title and technical and administrative points of contact along with telephone and facsimile numbers; B) one page summary indicating the technical basis for determining the effort to be unique and innovative; C) one page summary of deliverable with expected publication date; D) one page summary of the schedule and milestones; E) statement of proprietary claims indicating none if none exist; F) clear Statement of Work (SOW) of not more than 5 pages citing specific tasks, government and contractor requirements; G) description of the results, product and transferable technology expected from a prospective users' point of view; H) description of the technical approach and technical objectives to be achieved; I) comparison with on going research; J) discussion of previous accomplishments and work in this or closely related research; K) description of the facilities to be utilized; L) listing (names) of key personnel along with the level of effort to be expended by each person; M) concise summary of qualifications of those key personnel; N) cost breakdown including SF1411 to the level of major tasks for the entire proposed contract. Where the effort consists of multiple portions which could easily be partitioned for purposes of funding, these should be identified as contract options with separate cost estimates for each. Travel costs shall be computed in accordance with the Joint Travel Regulation. List all sources and amounts of cosponsor funding with the desired amount of Army resources; O) bibliography of relevant technical papers and research notes (published and unpublished) which document the technical ideas upon which the proposal is based. Evaluation Criteria. Sources for research will be selected by a formal technical business decision process (peer review). Individual proposal evaluation will be based on acceptability or unacceptability without regard to other proposals submitted under the announcement, however, all selected proposals may not be funded due to budgetary constraints. Evaluation of proposals will be conducted in accordance with the following criteria, listed in descending order of importance: (1) applicibility to current and future problems in the proposed technical area; (2) qualifications of the principle and key personnel; (3) understanding of the problem; (4) degree of innovation and creativity; (5) Organization experience; (6) organization and clarity of the proposal. The merit of the technical proposal will also be evaluated in relation to the value and realism of the costs proposed and prioritized based upon the availability of funds. This notice constitutes the total BAA. No additional information is available, nor will a formal RFP or other solicitation regarding this announcement be issued. The Government reserves the right to select for award all, some or none of the proposals received. All responsible sources capable of satisfying the governments needs may submit a proposal which shall be considered by AWC. The majority of past awards were from $1,500 to $10,000 only occasionally higher. Historically Black Colleges and Universities (HCBU) and Minority Institutions (MI) are encouraged to submit proposals and join others in submitting proposals, however, no portion of this BAA will be set aside for HBCU and MI participation, due to the impracticality of reserving discrete or severable areas of research.
